Renovation of a municipal facility in Red Bluff, California. Working plans call for the renovation of a municipal facility.
As of January 10, 2024, the project received no bids. No timeline as to when the project will be rebid. The City is proposing a reroof project for the Federal Aviation Administration (FAA) building owned by the City, located at 1800 Airport Boulevard. Reroofing shall include tear off of existing roofing system to the structural deck including the removal and replacement of existing rooftop equipment and appurtenances as needed. A Building Permit shall be obtained by the Contractor prior to the start of work. In accordance with the provisions of Part 7, Chapter 1, Article 2, Section 1777.5 of the Labor Code of the State of California, the prime contractor shall be responsible for fully complying with the provisions of this Section, as well as any regulations adopted by the Director of Industrial Relations, for all apprenticeable crafts or trades, and shall also assure compliance by his/her sub-contractors with respect to such apprenticeable crafts or trades. In addition, this project is subject to Davis Bacon and all apprenticeships are subject to be registered with the Department of Labor or an agency/program that is federally recognized. An award of bid, if a bid is awarded, will be made to the lowest responsible bidder whose bid complies with the City's requirements within sixty (60) days of the bid opening date. The City reserves the right, in its sole discretion, to reject any bid which fails to meet bid requirements in any respect, to reject all bids for any reasons whatsoever and to waive minor irregularities in any bid. Bidders may only submit their bids on proposal forms provided by the City. Bids must be submitted in a sealed envelope plainly marked on its outside with the project title, City budget account numbers and the bid opening date. Each bid must be accompanied by cash, a certified or cashier's check, or a bid bond in favor of the CITY OF RED BLUFF in an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited should the Bidder to whom the contract is awarded fail to enter into the contract. The City will accept questions and/or comments in writing. For questions regarding this RFP, submit all inquiries via e-mail to: smiller@cityofredbluff.org no later than Thursday November 30, 2023 at 3:00 p.m. Responses to the questions will be available upon request. The Contractor and each subcontractor shall obtain a valid, current City of Red Bluff Business License on or before their commencement of work on the project. Pursuant to the provisions of Section 3300 of the Public Contracts Code, the Contractor to whom a bid is awarded for this project shall possess, on or before the date of the award, a valid, current contractor's license of the classification required for the project. In addition, each subcontractor shall possess a valid, current contractor's license for their classification prior to commencement of their work on the project. Five percent (5%) will be withheld from each progress payment made to the Contractor for work performed and will be held until completion of the work, its acceptance and the expiration of the period provided by law for filing liens by laborers or materialmen. In accordance with the provisions of Section 22300 of the Public Contract Code of the State of California, securities or an escrow agreement may be substituted for the monies which the City withholds.
