All questions or requests for clarification, either administrative or technical, shall be submitted via email to Tina Walters at twalters@wheaton.il.us prior to November 15, 2023, at 11:00 am CST. Questions/clarifications will be responded to in the form of a written addenda and published on the City's website. INTRODUCTION The City of Wheaton ("City") is seeking proposals from qualified Firms to provide independent Building Inspection Services, on an as needed basis for the Building and Code Enforcement Department. BACKGROUND The goal is to minimize response time and improve customer service by supplementing in-house with consulting services. TERM OF AGREEMENT The initial term of this Agreement shall be one (1) year commencing January 1, 2024. The City, at its option, may extend this Agreement for two (2) additional one-year terms if the vendor agrees to honor the prices, and all terms, conditions, and specifications of this Agreement. The City may award this contract to multiple Firms. A decision will be made in the best interests of the City. CONTRACTOR REQUIRED QUALIFICATIONS Firms shall meet the following minimum requirements: o Firm shall be capable of applying the 2012 and 2018 International Codes with local amendments. The City will be adopting the 2024 ICC Codes in the first half of 2024. All Firms submitting a response are required to comply. o Inspectors shall have a minimum of three (3) years' experience in performing building inspection services. o Inspectors shall maintain all necessary licensure and certifications required to perform under this contract. o Firm shall have the capability of contacting customers, upon request, to advise them of their estimated time of arrival. The Firm must commit and adhere to inspection arrival times. o Firm shall have the capability (with assistance from the City's Information Technology Department) to enter inspection data directly into the City's permitting database (currently Munis ERP Tyler Technologies). Additionally, City approved field inspection notices must be provided to customers on site upon completion of inspection. o Firm must accept electronic submittals. The City of Wheaton intends to award to the following vendors: B&F Technical Services (Primary Service Provider) Lakeside Consultants (Secondary Service Provider)
