Surety Company must be listed in the latest issue of U.S. Treasury circular 570. Said deposit shall be retained by the owner as liquidated damages in event of failure of the successful bidder to execute the contract within 10 days after the award or to give satisfactory surety as required by law. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days. Bidders must submit a bid prior to the scheduled closing time for the receipt of bids by following the instructions outlined in the plans and specifications section entitled Instruction to Bidders. If the bid is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notification BID ENCLOSED on the face of the interior sealed envelope. Bids submitted prior to bid time shall be addressed and delivered to Town of Highlands, attention Rebecca Shuler PO Box 460(mailing), 210 North Fourth Street (Physical), Highlands, NC 28741. It shall be the sole responsibility of the prospective Bidder to insure receipt and delivery confirmation of the bid. Each bidder must be appropriately licensed as a contractor in the State of North Carolina as provided in General Statutes Chapter 87. Each bidder must have a North Carolina Contractors license at the required limitation for the project. The Owner reserves the right to reject any and all proposals.
