Site work for a playground / park / athletic field in Verona, New Jersey. Completed plans call for site work for a playground / park / athletic field.

The work to be performed under this contract includes the following: Base Bid 1 (Township Funded) The renovation of an existing playground complex. The new facility will expand the footprint of the existing playground and will comprise of new inclusive playground equipment with an ADA accessible poured in place rubber safety surface. The complex will also include new adult exercise equipment. This contract does not include the furnishing of the playground equipment or the adult exercise equipment; all equipment shall be procured directly by the Owner; this contract includes only the installation of the Owner procured equipment. The scope of work shall also include the installation of various fence and gates and other ancillary site amenities and improvements. Base Bid 2 (CDBG Funded) The construction of a new precast restroom building and associated utilities (electric, water, sanitary sewer). Principal items of work in the project include: Base Bid 1 (Township Funded) 400 L.F. Concrete Edge Curb L.S. Playground Equipment Installation L.S. Adult Exercise Equipment Installation 5,500 S.F. Poured in Place Playground Safety Surface 400 L.F. Chain-Link Fence, PVC Coated Steel, 6' High Base Bid 2 (CDBG Funded) L.S. Prefabricated Restroom Building The work contemplated under this Contract shall be completed by April 26, 2024. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships and limited liability companies must comply with N.J.S.A. 52:25-24.2, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the COMMUNITY CENTER PLAYGROUND IMPROVEMENTS. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBE-DBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act). Unless otherwise permitted by N.J.S.A. 40A:11-23.3, all bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days in accordance with N.J.S.A. 40A:11-24. The Owner and Bidder may agree to hold bids for consideration for a longer period of time, in accordance with N.J.S.A. 40A:11-24. The Owner reserves the right to reject bids pursuant to N.J.S.A. 40A:11-13.2, N.J.A.C. 7:22-9.10, or other applicable law; to waive minor informalities or non-material exceptions in the bids received and to accept the bid from the lowest responsible bidder, as per N.J.S.A. 40A: 11-1, et seq. It is a requirement of the project that quantities and associated costs are kept separate for each specified portion of work. The two portions are as follows: the Township funded Base Bid 1 work and the Community Development Block Grant (CDBG) funded Base Bid 2 work. It is the successful bidder's responsibility to keep track of and breakdown the quantities and associated costs in order to charge all billings to the correct agency throughout the duration of the project
