The County reserves the right to accept or reject any or all proposals received as a result of this RFP, or to negotiate separately with competing Respondents, and to waive any informalities, defects, or irregularities in any proposal, or to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County. The Volusia County Coastal Division is seeking to establish one (1) or more contracts for hurricane and storm response. Services include but may not be limited to; on-beach debris removal and disposal, sand transport, placement and grading of beach compatible sand for temporary and future storm protection, and installing sand filled storm protection devices (TrapBags). Due to the urgency and level of service required following a hurricane or coastal storm related disaster event, the County seeks bids from qualified Contractors with sufficient experience in the specialized management of disaster response, recovery, and mitigation. Consequently, qualified Contractors shall have the capacity and resources to rapidly mobilize and respond to potential wide-scale sand hauling/ debris removal typical of a hurricane related beach erosion event.
