sealed competitive proposals for the material or services as specified will be received by the Gila County Finance Department, until the time and date cited. Proposals received by the correct time and date will be publicly opened and recorded thereafter in the finance department Copper Conference Room or othersite, which may be designated. Any proposalsreceived laterthan the date and time specified above will be returned unopened. Late proposals shall not be considered. The prevailing clock shall be the atomic clock in the reception area of the Copper Building. All proposals shall be made on the request for sealed proposals forms included in this RFP No. 092723 package and shall include all applicable taxes. Bidders are strongly encouraged to carefully read the entire request for proposal. Gila County is soliciting sealed proposals from qualified organizations serving Gila County that have a desire to address treatment and prevention of opioid and related substance use. Proposals must show how you will address opioid use prevention, harm reduction, and /or treatment among residents of Gila County, with particular focus on populations at greatest risk. Projects should align with related County and State initiatives, evidence based/best practice models, and complement existing funding sources without duplicating or supplanting such funding. The Arizona Attorney General negotiated opioid settlement payments for Arizona and its counties. These direct payments to the counties consist of recurring payments for a number of years. The One Arizona Settlement Funds Agreement directed all payments made to the county be used for approved uses only "Exhibit A" per settlement stipulation. In 2022, Gila County began receiving funds through the One Arizona One Settlement Funds Agreement. Funds will be used for public health initiatives to address opioid use and related concerns in Gila County, as described below in the Scope of Services. Proposals must include a complete narrative that addresses all sections and a complete PROJECT TOTAL BUDGET that includes the itemized total project costs and the amount of Opioid Settlement funding requested. Matching funds are not required but are encouraged.
