The purpose of this RFP is to solicit responses from qualified Offerors for the testing and analysis of drinking water at Colorado mobile home parks in accordance with House Bill 23-1257 Prospective Offerors written inquiry deadline. (No Questions will be accepted after this Date/Time) 2:00 PM MDT 11/15/23 Answers to written inquiries published on Colorado VSS at Estimated 11/17/23 Evaluation Period Estimated Week of 12/11/23 Each submittal shall consist of: a. One (1) original (signed in ink or via digital signature) of Attachment 1 b. One (1) electronic version of the Proposal, on USB flash drive, readable in Word 2003 or newer, or in PDF format. 3. Proposals must be submitted and sealed in an appropriate envelope or package. All submittals must be clearly marked on the outer envelope or packaging with the following information: a. Offerors Name b. Solicitation Number and Title c. Proposal Submission Due Date and Time Budget The lifetime of the project, per statute, extends through 2029, but CDPHE must sample all mobile home parks by July 1, 2028. However, the legislature has only allocated funding the first two years of the project, FY23-24 and FY24-25. CDPHE anticipates receiving additional funding in subsequent years. The estimated budgets for the first two (2) years is not expected to exceed: January 1, 2024 to June 30, 2024 (FY23-24) - $2,303,603 July 1, 2024 to June 30, 2025 (FY24-25) - $2,837,603 At the State's sole discretion, CDPHE may modify the budget, depending upon funding availability and Offeror performance. The anticipated start date for the executed contract is January 1, 2024 with the initial contract time frame of January 1, 2024 to June 30, 2024. At the sole discretion of the State, and depending upon funding and Offeror performance, CDPHE may renew the agreement for up to four (4) additional one (1) year periods, not to exceed five (5) years total. It is not anticipated that the total time frame of this project will exceed January 2029. At the sole discretion of the State, CDPHE may modify the dates of the contract. Description of Services The successful Offeror shall: 1. Perform Site Verification at each park a. Verify registration information b. Document relevant inventory information c. Determine if infrastructure is impairing water quality 2. Develop a Prioritization Plan including: a. Determine priority locations based on prioritization criteria b. Perform resident outreach 3. Create and implement a Testing Plan for each park 4. Test finished drinking water a. Obtain samples i. At the entry point ii. At a minimum of three (3) additional locations within the park b. Maintain integrity of samples during transport to the laboratory c. Provide results within ten (10) days of receipt 5. Train park owners and/or designated representatives on the requirements of the bill 6. Develop and Finalize an Action Plan a. Conduct a minimum of ten (10) stakeholder meetings b. Conduct outreach c. Include a status report on the testing d. Strategy for testing water at remaining parks e. Identify opportunities to: i. Improve quality of finished water ii. For potential funding to improve water quality f. Provide summary of stakeholder feedback g. Complete Action Plan by February 16, 2026 (See Exhibit B, Draft Statement of Work for more detail on each activity) The successful Offeror shall be responsible for completion of all activities described in the Draft Statement of Work. It is anticipated and acceptable that some Offerors will subcontract or partner with a third party for the laboratory testing services. CDPHE intends to contract with one Offeror. All subcontractors/partners are the responsibility of the awarded Offeror. It is the responsibility of the Offeror to ensure that its proposal is received by the CDPHE Purchasing and Contracts Unit at the location listed in these instructions on or before the due date and time. Offerors sending their proposals must allow sufficient delivery time to ensure receipt of their proposals by the time specified. Allow, at a minimum, two additional days for any proposal sent via USPS. Please note the Mailroom Hours of Operation are: Monday through Friday 8:00 - 4:00 Closed for lunch from 11:30 - 12:30 daily
