TX20230007 The City of Beverly Hills has received an allocation of Coronavirus State and Local Fiscal Recovery Funds (SLFRF) funded by the American Rescue Plan Act (ARPA) and is issuing a Request for Proposals (RFP) to solicit responses for a construction contract with a System for Award Management ( SAM. go v) registered vendor. Proposals are invited for the following work: The project includes the removal and reconstruction of approximately 5,652 lf of a 3-lane urban roadway. Attention is called to the fact that no less than the state prevailing wage rates, contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient s Section 3 Policy is required for contracts and subcontracts. Each RFP response must be accompanied by a certified cashier s check, drawn on a bank or trust company authorized to do business in the State of Texas, payable to the City of Beverly Hills, in an amount at least equal to five percent (5%) of the total amount of the project, as a guarantee that a contract will be entered into. In lieu of a certified check, the respondent may submit a bid bond in the form prescribed in Attachment F: Bid, Payment, and Performance Bonds found in the RFP. Responses may be held by the City of Beverly Hills, for a period not to exceed 60 days from the date of opening for the purpose of reviewing the responses and investigating the bidder s qualifications prior to the contract award. Respondent is responsible to ensure that their RFP response is received in a timely manner and that it contains all elements of the RFP including all required forms and any addenda issued . Respondent should complete the Solicitation Response Cover Sheet/Acknowledgement of Addenda/Submission Checklist contained in Attachment A and all other requirements identified in the RFP. RFP responses received after the deadline will not be opened and therefore not evaluated or considered for award, regardless of whether or not the delay was outside the control of the submitting provider. The City of Beverly Hills reserves the right to negotiate with any and all service providers submitting timely responses, to reject any and all responses, and to select multiple respondents if it deems and/or desires to do so. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor.
