Renovation of a mixed-use development in Decatur, Alabama. Working plans call for the renovation of a four-story above grade multi-residential development; and residential development.

The Housing Authority of the City of Decatur, Alabama (DHA) has an immediate requirement to solicit interested qualified companies/individuals to provide repairs to ceilings, doors, walls, etc. for approximately 55 apartment units, and various common areas. Contractor will be responsible for providing all labor, materials, tools, and equipment, for all repairs. See the attached scope of work for a detailed description of all deficiencies. Contractor shall thoroughly clean all physical areas on which work is done or which are affected by the work. This shall be done daily after the work is complete. The contractor shall remove and transport from the site all trash, debris, scrap, waste, and other materials resulting from the contract service. Licensing and Permit Requirements. Contractor shall secure, maintain, and pay all permits, fees and licenses necessary for the proper execution and completion of work. By submitting a quote, the successful contractor certifies that he/she possess, and will, prior to issuance of an award, contractor must present to DHA, proof and/or certification of the following: A copy of the business license allowing that entity to provide such services within the jurisdiction of Morgan County, Alabama. A copy of the bidders license issued by the State of Alabama licensing authority allowing the bidder to provide the services detailed herein. Time of Completion. The Contractor shall commence work under the ensuing contract on a date to be specified within the award of an agreement issued by the DHA, and shall fully complete all work thereunder within 30 consecutive calendar days from said date. Davis Bacon Federal Wage Rates Determination Rates. As detailed within pertinent HUD and Federal regulation, Contractor is required to Davis-Bacon wage rates (for all construction contracts in excess of $2,000). The applicable Wage Rates pertaining to the work detailed herein are attached hereto. This work will be subject to all the requirements pertaining to Davis-Bacon work, including the applicable Federal form and procedures (e.g., on-site interviews; certified payrolls; etc.). Applicable Documents. All terms and requirements listed within each of the following documents are hereby included by reference as a part of this Quote request. The respondent thereby agrees to abide by all such terms and requirements. The respondent must inform DHA in writing if he/she wishes to receive a copy of any of these documents: form HUD-5369-B; form HUD-5369-C; form HUD-5370-C, Sections I and II; form HUD-5369; form HUD-5369-A; form HUD-5370; form HUD-5370-EZ; Table 5.1 of HUD Procurement Handbook 7460.8 REV 2; and the contract clauses contained within 2 CFR 200.317-200.326. Section 3 Compliance 24 CFR Part 75 (Section 3 Policy, Procedures, and Compliance Forms with Instructions) DHA Reservation of Rights: DHA reserves the right to: Reject any or all bids, to waive any informalities in the quote process, or to terminate the quote process at any time, if deemed by the DHA to be in the best interest of the DHA; Terminate a contract awarded pursuant to this quote at any time for its convenience upon delivery of a 10-day written notice to the apparent or successful bidder;Determine the days, hours, and locations that the successful bidder shall provide the items or services called for in this quote;
