The Town invites qualified and certified Proponents to qualify in the practice areas of Part A: Environmental Review Services, Part B: Engineering Review Services or both parts. The purpose of this Request for Prequalification ("RFPQ") is to establish a Roster for each practice area for one year with the option to renew for two additional one-year periods. Upon identification of a project, the Town will send to each of the Prequalified Proponents in their qualified practice area, a scope of the project and request that each of the Prequalified Proponents submit a priced workplan for the project. Each project will be awarded to the Prequalified Proponent which provides the priced workplan which represents best value to the Town. The projects may include reviewing environmental and engineering studies, reports and other documents submitted as part of or prior to a development application filed under the Planning Act. A Prequalified Proponent will also be expected to represent the Town at Ontario Land Tribunal (OLT) hearings when there are appeals of applications regarding environmental and/or engineering matters. The Town makes no guarantee of the value or volume of work a Prequalified Proponent may receive through the Roster arrangement. A Prequalified Proponent under their qualified practice area(s) will have the opportunity to bid on projects as they become available.
