The Salem School District is currently accepting bids to contract with a vendor who will provide student transportation to and from school. Salem School District services approximately 500 students. Students in grades kindergarten through grade 8 attend school at 200 Hartford Road, Salem, CT. Salem residents attend high school at East Lyme High School, 30 Chesterfield Road, East Lyme, CT. 4. This contract shall be in effect for three (3) years (7/1/2024 to 6/30/2027). 5. In order to qualify for the award, each proposer must: o Furnish satisfactory evidence that it has appropriate experience in school bus transportation, by submitting with the proposal, information on at least three (3) current Connecticut school districts served by the contractor, with whom the bidder has held contracts for at least the past five (5) years; o Include audited financial statements for the most recent two (2) fiscal years. Financial information can be submitted in a separately sealed envelope and will be maintained as proprietary. Proposers will be notified beforehand if they are being seriously considered for the award and that the financial information will be examined. Those proposers who are not being considered will have their sealed envelopes returned unopened. o Furnish satisfactory evidence that it has not, in the past five (5) years in New England, a) had a contract terminated for "Material Breach," or b) been declared in default by a School Board or Administration; o Provide all of the documentation listed on the Check List, Bid Form A with the proposal. 6. No proposer may withdraw his submission prior to the execution and delivery of the contract unless no award has been made at the expiration of the ninety (90) calendar days after the opening of proposals. 7. A ten thousand dollar ($10,000) Bid Bond, Certified Check or Cashier's Check must be submitted with the proposal. 8. Any proposal, which is not in accordance to the prescribed form, is incomplete, is not properly signed, or is otherwise contrary to instructions, may be rejected by the Board. 9. Specifications appearing in the document will be in force for each year of the stated duration of the contract unless otherwise noted. All questions as to the interpretation of the specifications shall be directed in writing or by email to the Business Manager at kgadaree@salem.cen.ct.gov no later than ten (10) business days prior to the scheduled proposal opening. Such questions and the response of the Business Manager will be mailed to all potential respondents who have attended the pre-proposal conference. NO QUESTIONS WILL BE TAKEN VIA PHONE. 11. The Contractor shall not be held responsible for any losses resulting if the fulfillment of the terms of the Contract shall be delayed or prevented by wars, acts of public enemies, fires, floods, acts of God, or any other acts not within the control of the Contractor, except for strikes or labor unrest, and which by exercise of reasonable diligence it is unable to prevent. 12. Proposals must be signed by an officer or duly authorized designee of the Corporation or Company. 13. A contractor filing a proposal thereby certifies that no officer, agent, or employee of the Board has any pecuniary interest in the bid; that the proposal is made in good faith and without fraud, collusion or connection of any kind with any bidder for the same work; and the bidder is competing solely on his or her behalf without connection with, or obligation to any undisclosed person(s) or firm(s). 15. The Board reserves the right to accept or reject any and all proposals or any item(s) thereof for any reason whatsoever. The contract may be awarded to the proposer who, in the sole opinion of the Board, has the demonstrated experience and will best serve the needs of the Salem School District regarding school transportation. The proposer to whom an award is made must enter into a written contract. 16. The Salem Board of Education does not discriminate on the basis of sex, race, religion, national origin, color, handicapped condition, age, sexual orientation, or marital status.
