The City of Delray Beach reserves the right to accept or reject any or all Bids, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City. Requests for clarification and additional information must be received prior to the Deadline for Submission of Questions on December 1, 2023, at 5:00 PM (LOCAL TIME). The City of Delray Beach is soliciting Bids from qualified contractors to provide Nuisance Abatement (Lawnmowing) services to facilitate the City's needs in accordance with the terms, conditions, and specifications contained in this Invitation to Bid. 1. Contractor (s) will be assigned lots to clear on a case-by-case basis, at the sole discretion of the City Neighborhood and Community Services, Code Enforcement Division staff.The city makes no guarantee at to the number of lot clearing assignments to be awarded. 2. Lot cleaning shall include, but not limited to, mowing of overgrown grass weeds, trimming of trees, shrubs, bushes or hedges including vegetation that obstructs rights-of -way, streets or sidewalks, obstructs visibility or is a hurricane debris hazard; and the removal of all trash, garbage, litter, debris, furniture and appliances, etc. 3. All clippings, trimmings, branches, etc., shall be removed upon completion of that day's clearing. Disposal of all such debris in a proper and legal manner shall be the responsibility of the Contractor. No grass, weeds, trash, debris, etc., shall be blown into streets or gutters in accordance with City Ordinance Chapter 100. Grass clippings must be blown back unto the cut surface. 4. Debris shall not be deposited into City or privately-owned trash receptacles or dumpsters in accordance with local, state, federal laws. 5. The Contractor shall remove all hazardous material, as defined by the State of Florida and Palm Beach County, in such a manner as approved by the State and County. 6. The Contractor is responsible for all fees associated with the proper disposal of debris, Hazardous Waste, Paint, etc. 7. The Contractor shall line trim around all obstructions such as signs, posts, fence, poles, trees, walls and slabs. 8. The Contractor shall mow grass areas at a height of approximately 2". 9. The Contractor shall not utilize any defoliant, herbicide, or growth retardant for the purpose of restricting or removing growth in any manner without prior approval of City. 10. The Contractor shall notify the City in writing in the event of scheduling delays or changes, as well as any comments/complaints received from the general public. 11. The Contractor shall furnish all implements, machinery, equipment, transportation, tools, materials, supplies, labor, and other things necessary for the performance and completion of the work Examples of required equipment to perform these services are: A. Large Mower (Brush Hog Type) Small Mower (To lift over fence) Weed Eater Units B. Gas Powered Blower Trailer for Mowers C. Gas Powered Hedge Trimmers (30") Gas Powered Chain Saws (16") D. Step Ladder (4') Extension Ladder (10') E. One (1) Ton Truck with Ten (10) Cu.Yd. Body F. 3/4 Ton Truck with Side Boards G. Power Winch on One (1) Truck (for engines and retrieve mower) H. Shovels, Rakes, Rope, etc. I. Front End Loader (small type) Trailer for Loader J. GPS (Global Positioning System) 12. All equipment shall be maintained in an efficient and safe operating condition while performing work under the contract. Equipment shall have proper safety devices maintained at all times while in use. If equipment does not contain proper safety devices and/or is being operated in an unsafe manner, the City shall direct the contractor to remove such equipment and/or the operator until the deficiency is corrected to the satisfaction of the City of Fort Lauderdale. The contractor shall be responsible and liable for injury to persons caused by the operation of the equipment. 13. The Contractor shall be fully responsible for the performance of his company and completion of all work as outlined in these specifications. Contractor shall employ sound horticultural practices and methods, standard in the industry. Supervision of personnel shall be conducted in a competent and professional manner.
