Site work for a water / sewer project in New Shoreham, Rhode Island. Completed plans call for site work for a water / sewer project.

Pre-bid Meeting: N/A Question Deadline 11/21/2023 at 12:00 PM ET All inquiries should be directed in writing by email to the Town Manager at sgobern@newshorehamri.gov . The Town is seeking an experienced firm to properly and professionally install, maintain and service the Town's moorings and private aids. The work to be completed is set forth in detail in the attached Schedule A. Any and all payments will be made only upon successful completion of the Work in accordance with the Contract Documents. In furtherance of the Project, the selected Contractor and the Town will execute and enter into the agreement attached hereto as Schedule B (the "Agreement"). All Proposals must strictly comply with the terms of this Request for Proposals. Each Proposal must be submitted in a sealed envelope addressed to The New Shoreham Town Manager, 16 Old Town Rd, New Shoreham, Rhode Island 02807. All Proposals will be opened in full view of the public at the New Shoreham Town Hall. Each Proposal, together with the name of the Offeror, will be recorded and an abstract made available for public inspection. Subsequent to the awarding of the Proposal, all documents pertinent to the awarding of the Proposal shall be made available and open to public inspection and retained in the Proposal file. The Town may waive informalities or minor defects in a Proposal. Any Proposal may be withdrawn prior to the above-scheduled time for the opening of Proposals or authorized postponement thereof. Any Proposal received after the time and date specified shall not be considered. By submitting a Proposal, each Offeror represents that the Offeror has reviewed in detail all documentation referenced in the Contract Documents. After a Proposal has been submitted, the Offeror shall not assert that there was a misunderstanding concerning the specifications for or nature of the Work. The Town may make such investigations as deemed necessary or advisable to determine the ability of an Offeror to perform the Work and the Offeror shall furnish to the Town all such information and data for this purpose. The Town reserves the right to reject any Proposal based on evidence submitted or investigation of an Offeror or if the Offeror fails to satisfy the Town that such Offeror is properly qualified to complete the Work in a competent and appropriate manner. The Town reserves the right to reject any and all Proposals. The Offeror shall demonstrate to the Town that the Offeror is familiar with all applicable federal, state and local laws, ordinances and the rules and regulations of authorities who have jurisdiction over the Work. Each Offeror is responsible for inspecting the project site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Offeror to do any of the foregoing shall in no way relieve any Offeror from any obligation in respect to the Offeror's Proposal. The Town, within twenty (20) days of the Town's receipt of acceptable insurance certificates accompanied with the underlying policies, and the Agreement signed by the Offeror to whom the contract was awarded, shall sign the Agreement and return to the Offeror an executed duplicate of the Agreement. Notice to proceed shall be issued within ten (10) days of the date of execution of the Agreement. Should there be reasons why the notice to proceed cannot be issued within such period, the time may be extended by mutual agreement between the Town and the Contractor. If the notice to proceed has not been issued within said ten (10)-day period or within the period mutually agreed upon, either party may terminate the Agreement without further liability on the part of either party. All costs associated with developing or submitting a Proposal in response to this RFP, or providing oral or written clarification of its content shall be borne by the Offeror. The Town assumes no responsibility for these costs.
