Introduction Public Utility District No. 1 of Kitsap County (KPUD) is seeking proposals from qualified consulting firms for as-needed/on-call consulting services relating to archaeological services. The consultant(s) will provide a variety of on-call archaeological services to the KPUD relating to telecommunication/broadband projects, water, and wastewater system projects. The services may include, but are not limited to, archaeological investigations, reports, monitoring plans, and oncall monitoring services related to Governor's Executive Order (GEO 21-02) and as required by Department of Archaeology and Historic Preservation (DAHP) for federally funded projects. KPUD may select more than one consultant to provide these services. The chosen firm(s) will enter into an initial two (2) year term agreement with the option (based on mutual Agreement) to renew for up to two (2) additional one (1) year terms upon KPUD Board approval. The maximum total compensation payable for services authorized under this Agreement will not exceed $300,000 for the duration of the Agreement, unless modified by a supplemental Agreement; however, there is no guarantee that all funds will be expended. To be considered for on-call work under this RFP/Q, on the date/time that proposals are due, all consultants and subconsultants must be registered with SAM.Gov and not be excluded from receiving federal funds using the System for Award Management (2 CFR 200.214). This RFP/Q does not commit the KPUD to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The KPUD reserves the right to accept or reject any or all submittals received as a result of this request, to negotiate with any qualified firm, or to modify or cancel in part or in its entirety this RFP/Q if it is in the best interest of the KPUD to do so. Scope of Services Requested Consultants will be expected to provide the full range of services to assist KPUD in meeting the requirements of DAHP, Governor's Executive Order 21-02, and Tribes. The consultant will provide services as requested by KPUD, including, but not limited to: o Preparation of archaeological monitoring plans and associated documents o On site construction monitoring as necessary for compliance with monitoring plan o Other services may include archaeological and historic resources research and reconnaissance; site testing; resource recovery; artifact cataloging; cultural resource compliance training, report preparation; mitigation, and monitoring. The consultant will have complete responsibility for the employment and supervision of all personnel used in completing the assigned work. The successful consultant shall be an expert in the area of archaeology. Typically, work shall start within two (2) weeks, and results/reports shall be provided to the KPUD for review within six (6) weeks of receiving a Notice to Proceed for each Work Order. Urgent needs shall require work to be performed within a shorter timeline. Projects may include work related to: o Telecommunication/broadband projects o Water system projects o Wastewater system projects The first work order is likely to be issued for work immediately after a contract is signed for work related to KPUD's ARPA funded Residential FTTH Distribution Node Project. We have a letter from DAHP stating (in part) the following: "We concur with a Determination of No adverse cultural resource impacts with the stipulations for a professional archaeological monitoring plan an unanticipated find plan. Please provide the monitoring plan when available." Although not planned at this time, finalists may be invited to conduct remote or in-person interviews following the proposal evaluation process. It is the intention of KPUD to issue a contract to the firm(s) whose proposal is deemed to be the best fit and in the best interest of KPUD. KPUD reserves the right to choose to re-issue the RFP. KPUD reserves the right to postpone the opening of proposals and to reject any and all without indicating any reasons for such rejection. Each proposal will be evaluated and given a score based upon the quality of response to each of the following topic areas. Maximum number of points achievable is 100. o Previous experience and success providing the services required for this project - 30 points maximum. The firms will be rated on their experience and demonstrated success in performing work similar to that described in this RFP/Q. o Expertise & Qualifications of Consultants and Key Personnel - 30 points maximum The firms will be rated on the qualifications of the members of the proposed team, including the responsibilities and skills of each team member, and the appropriateness of the team relative to the scope of services. o Responsiveness and Clarity of Submittal - 10 points maximum Points will be awarded to submittals that present all the required information with clarity.
