As stated elsewhere in the solicitation, the procurement is a Two Phase Design Build, IAW FAR 36.3. One (1) solicitation will be issued covering both phases. In Phase One, proposals will be evaluated to determine which offerors will submit proposals in Phase Two. Block 13a refers to Phase One.
