The following firms have been selected to proceed to Stage 2 for Design Build services for the Birch Bayh Federal Building and U.S. Courthouse Elevator Modernization Project in Indianapolis, IN: Elevated Technologies, Inc., 126 Seven Farms DR, STE 160-B, Charleston, SC 29492 Nichols Contracting, Inc., 9190 Red Branch RD, Suite 200, Columbia, MD 21045 The General Services Administration (GSA) Design Excellence Program seeks to commission architects, engineers, and construction professionals to maintain and modernize our legacy federal buildings for the next 50 to 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian federal employees. In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet performance targets and security requirements. The GSA intends to award a Design-Build (DB) contract for the Birch Bayh Federal Building and U.S. Courthouse Elevator Modernization Project located in Indianapolis, Indiana, pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures (FAR Subpart 36.3). The DB scope of work includes all labor and materials required to provide design, engineering, construction, and other related services necessary to modernize six passenger elevators and one freight elevator in a fully occupied federal courthouse. The basic modernization scope items include the following: Solid State drives to replace existing motor generators. New microprocessor Destination based electronic controllers. Door operators, wiring, safeties Lighting and fan power reduction Hoistway refurbishment including hoistway lighting, guide shoes and roller guides replaced New machine room control systems, operating panels, feeder cables Elevator cab ceilings and lighting systems Operational safety feature upgrades to comply with current building codes Machine room piping and roof drain location modification if necessary due to new equipment New sump pumps or drainage in elevator pits Hazardous material abatement as necessary The purpose of Phase 1 (the request for qualifications) is to select the most highly qualified Offerors from Phase I to participate in Phase 2 (the request for proposals). At the conclusion of Phase 1, GSA will invite the Short-Listed Offerors to submit Phase 2 proposals. Phase 2 proposals will require submission of technical and price proposals, which are evaluated separately in accordance with FAR Part 15. Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase I "short-list" on SAM.gov. A maximum of three Offerors will be selected to proceed to Phase II. In consideration for the preparation of a Phase 2 technical proposal, GSA will pay a stipend of $26,000 to Offerors not selected for award of the resulting contract. Offerors that submit incomplete or unacceptable Phase 2 proposals will not be eligible for the stipend. For the avoidance of doubt, no stipend is paid during Phase 1. At the conclusion of Phase 2, GSA intends to award a contract to a single Offeror for all design and construction services. This contract will be a total small business set aside. A virtual pre-proposal conference will be held on February 8, 2024 at 11:00 am CST. Prospective attendees are required to pre-register (see the attached Solicitation for details). Dial in/connecting instructions will be emailed to those who pre-register by COB on February 7th. Proposals are due no later than 3:00pm CST, on Tuesday, March 5, 2024. This project is for the design and construction of the modernized elevator systems, which have reached the end of their useful lives, in the existing historic Birch Bayh Federal Building and U.S. Courthouse in Indianapolis, Indiana. The passenger elevators were installed in 1905, and the current interior cab finishes date back to the 1937 elevator renovation project. Existing controls were engineered by Motion Control Engineering and installed in approximately 1996. Parts are still available for this product; however, the technology is over 20 years old, and the life expectancy is approaching its useful life. The aged equipment is causing increased costs for repairs and replacement parts due to lack of availability. The project scope includes design and construction to modernize six passenger elevators and one freight elevator. To achieve the outlined objectives, the project will include a modernization of existing controllers, machines, fixtures, hoistway and pit equipment, associated machine room, car and hoistway electrical wiring. Historic component consideration will be given to the passenger elevator interiors as they are original to the building and part of the Architectural history of the interior Submit all questions regarding the Phase 1 to the Contracting Officer on or before February 23, 2024. Any responses provided by GSA will be posted on the Governmentwide Point of Entry (GPE) as an Amendment to the Solicitation. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
