Site work and paving for a mixed-use development in Clinton, Iowa. Completed plans call for site work for a road / highway; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The 19TH Avenue North: Lane Conversion and Signal Replacement | CS-TSF-1415(818)-85-23, involves traffic signal replacement, HMA overlay and pavement, PCC pavement with curb and gutter and storm sewer work per the plans on file with the City of Clinton Engineering Department. The above work shall be commenced as soon as possible after the contract and bond have been approved by the City Attorney and have been signed by the Mayor and City Clerk. The late start date shall be April 1, 2024. Working days will be counted from April 1, 2024. Any work completed before April 1, 2024, will not be counted against the working days. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the City of Clinton. The bid shall contain no condition except as provided in the specifications. "City Clerk of the City of Clinton, Iowa", in the amount of five (5) percent of the bid as security that the bidder whose proposal is accepted will enter into a contract for the above, and will provide the required bonds, with sureties to be approved by the City Council, which respective sum will be retained by the said City as agreed liquidated damages in case the successful bidder fails to enter into a contract within ten (10) days after award of the contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and maintenance. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible Surety approved by the City of Clinton and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Clinton from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The contractor shall have 60 working days for substantial completion of the project, including completion of all bid items on the project except for the above ground signal installations and wiring. There shall be an incentive or disincentive of Five Hundred and 00/100 dollars ($500.00) for each working day the work is complete in advance or thereafter that the work remains incomplete, respectively, is included. The contractor shall have 30 additional days for punch list items. The contractor shall have a maximum of continuous two (2) days or forty-eight (48) hours to close the bridge over the Mississippi River to traffic; a penalty of One Hundred and 00/100 dollars ($100.00) per hour the bridge remains closed to traffic is included. After the traffic signal is delivered to the site, the Contractor shall have 15 additional working days to have it installed and operational. The City of Clinton reserves the right to defer acceptance of any bid for a period of thirty (30) calendar days after receipt of bids and no bid may be withdrawn during this period
