Bollinger County and the Village of Glen Allen are working with the U.S. Department of Agriculture's Natural Resources Conservation Services (NRCS) Emergency Watershed Protection (EWP) Program to assist Bollinger County and Glen Allen to provide a flood buyout program for residents affected by the recent area flooding. Scope of Engineering Services required for the Glen Allen EWP Buyout Project: Engineering services include, but are not limited to, developing a project design that includes project drawings and specifications for the demolition and/or relocation of existing structures, an operation and maintenance plan, a quality assurance/inspection plan structure demolition, relocation, and related project purposes, hazardous material identification and abatement plans including but not limited to lead and asbestos containing materials, an engineer's estimate of the project costs, assistance with development of contract documents, providing necessary quality assurance during for all demolition, relocation, and related activities, and finally, providing a PE certification that the Project work completed in accordance with approved plans and specifications. Any design services and certifications will be by a professional registered engineer in Missouri (PE). Designs, construction specifications, and drawings shall be prepared in accordance with standard engineering principles that comply with NRCS programmatic requirements and NRCS conservation practice standards as applicable. 1. An initial site survey of the buyout property to identify structures and other obstructions that will require removal to restore the site to function as a floodplain and to identify any environmental or safety hazards associated with the restoration of the property, including ensuring utilities are capped or removed as necessary. 2. Surveys, designs, drawings, plans and specifications for all necessary construction (demolition, relocation, site restoration, and related) activities and conservation measures needed to remove obstructions and hazards and to grade and stabilize the site from erosion. 3. Final PE sealed design and plan set suitable for bidding and construction of the project measures. 4. Operation and Maintenance plan for the completed project measures. 5. Quality Assurance Plan to aid in ensuring project measures are installed correctly during construction. 6. Assist with the development of project contract documents. 7. Quality Assurance services during construction (demolition, relocation, site restoration, and related) including periodic quality assurance reports. 8. Review and approve any changes to the design or plans and specifications that may be required during construction. 9. Complete a final inspection of the completed project measures and provide a PE sealed certification that the measures were completed in accordance with the plans and specifications. Information provided to the county must include at a minimum: 1. The specialized experience and technical competence of the firm with respect to Flood Buyouts and the above listed work: 2. The capacity and capability of the firm to perform the work in question, including specialized services, within the agreed timeline beginning after award of grant funds. 3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules. 4. The firm's proximity to and familiarity with the area in which the project is located. 5. References from previous clients of related work with the firm within the past five years 6. Documentation of compliance with E-Verify requirements. The firm will be selected based on the above qualifications. Once the most qualified firm is selected, the cost for engineering services will be negotiated. Contracts executed for engineering services shall be contingent upon the award of the grant and commitment of all project funds. The method of Contractor Selection has not been Determined at this time.
