The Escambia County Board of County Commissioners' (BOCC) Engineering Department (hereinafter called the County) is responsible for planning, designing, evaluating, permitting, implementing, maintaining, operating, and monitoring capital improvement and rehabilitation projects in Escambia County, Florida. The proposed contracts will provide for Professional Engineering Services on projects initiated by the BOCC. Services may be comprised of civil, electrical, mechanical, hydraulic, hydrologic, geotechnical, environmental, surveying, mapping, and/or computer aided design (CAD) support. Work may include, but is not limited to, engineering support for data collection, feasibility studies, numerical computer modeling, preparation of engineering reports, performing design analyses, value engineering, independent technical review, preparation of conceptual and contract drawings, contract specifications, cost estimating, construction contract administration, and construction inspection services. Compensation to the Engineering Consultant/Vendor (Consultant) for services rendered in connection with each Task Order shall be based on individual negotiations using established billable rates mentioned in this solicitation for the actual work to be performed on the Task Order. Consultants will perform engineering and related services for BOCC projects on an as-needed, Task Order basis. Consultants will be required to execute a Task Order which will specify the scope of services, task schedule, and compensation. Each Task Order will become a part of the contract. The following are examples of services to be provided by the selected, qualified Consultants for each Task Order. The County reserves the right to waive informalities in the proposal to reject any or all submissions with or without cause and accept the proposal that in its judgment is in the best interest of the County. Required insurance shall be documented in certificates of insurance. When required by the County, certificates of insurance shall be accompanied by documentation that is acceptable to the County establishing that the insurance agent and/or agency issuing the certificate of insurance has been duly authorized, in writing, to do so by and on behalf of each insurance company underwriting the insurance coverage(s) indicated on each certificate of insurance. Some coverages should be evidenced by actual copies of policies and endorsements sent by the agent of the Offeror. New certificates of insurance are to be provided to the County at least 30 days prior to coverage renewals. Failure of the contractor to provide the County with such renewal certificates may be considered justification for the County to terminate this agreement, contract, or lease. The method of Contractor Selection has not been Determined at this time.
