This professional services contract will enable the City of La Canada Flintridge to obtain professional and technical assistance from the selected consultants. Purpose : The City of La Canada Flintridge desires to retain well-qualified professional and technical consultants to provide as-needed plan check of construction documents, including structural engineering, mechanical, electrical and plumbing (MEP) engineering, drainage and grading, landscape, geologic/geotechnical and soils reports, field inspection and Building Code administration. The desired services include plan review of current development projects, building inspections for conformance with the applicable building codes, assistance with the public building counter, building code enforcement, administrative services and other professional services as authorized by the City. The consultant selection process represents the City's intent to provide a fair and objective procedure that yields the highest quality professional services at a fair and reasonable price. Background: The City of La Canada Flintridge is approximately 8.5 square miles in area and is bordered by the Angeles National Forest on the north, and the cities of Pasadena on the east and Glendale on the west. The foundation of the City was established in the early 1920s when developers began to subdivide the area to attract buyers with scenic views. In 1976, the two communities of La Canada and Flintridge joined to become one incorporated city, called La Canada Flintridge. The City operates under the Council Manager form of government. Inquiries: Any prospective Proposer desiring an explanation or interpretation of the solicitation, specifications, etc., must request so in writing, no later than five (5) days before proposal due date to allow a reply to reach prospective Proposer before the proposal submission date. The City is part of the Los Angeles County Consolidated Fire Protection District. LA County Fire Department, Fire Prevention currently reviews and approves applicable plans under the adopted LA County Fire Code. The professional services provider, and any sub-consultant(s), shall possess any necessary professional certification(s) and/or license(s) relative to the work to be performed required by an appropriate licensing authority of the State of California and shall provide evidence of such to the City with their proposal or prior to commencement of the work in such a form as the City shall require. The professional provider, and any sub-consultant(s), shall obtain a valid City of La Canada Flintridge Business License on or before their commencement of work. The City of La Canada Flintridge requires all Proposers to comply with equal opportunity policies.
Reservation of Rights: This RFP does not commit or obligate the City to accept or execute an agreement for any expressed or implied service. The City reserves the right to:
1. Reject any and all proposals received and to accept or reject any item(s) herein;
2. Take all proposals under advisement for up to ninety (90) days after opening;
3. Waive any informality on any proposal;
4. Be the sole judge of the relative merits of the material mentioned in the respective proposal received;
5. Request any firm/individual submitting a proposal to clarify its proposal during the selection phase;
6. Negotiate a final agreement and price with the successful firm providing the best overall value to the City as determined in the City's soles and absolute discretion;
7. Modify or alter any requirements herein, and issue addenda or amendments to this RFP;
8. Terminate this RFP process at any time.
