*****UPDATE 3/19/2024***** Clarification on roof slope The revised roof plan isn't clear if we are to install tapered insulation or not and if so where to. It looks like the hatched areas should be tapered but the existing note 3 on AE102 makes it unclear. The new roof section also states see roof plan for tapered locations. Can you confirm that the hatched areas are to be tapered insulation at a 1/4 " slope Answer: Hatched areas on AE101 and AE102, labeled with Keynote 3, do not require tapered insulation. The roof deck is sloped adequately in these areas (per record drawings) to provide the 1/4 ":1' minimum slope required. Areas of the roof that are not hatched do require tapered insulation as the roof deck is not adequately sloped in these areas (per record drawings). The insulation taper may not need to be a full 1/4 ":1' in the un-hatched areas to meet the 1/4 ":1' minimum slope required, as roof deck would provide some of the slope. See point elevations on record drawings from SZDT001064, Sheets S6 & S7, and corresponding erection drawings that were provided for reference. The Government seeks to award a single firm fixed price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools equipment, appliances and supervisors needed to remove and replace three (3) flat roofs on Bldg. 254 at Pease. The total square footage of roof that needs to be replaced is 33,250 sqft with an adhered PVC system. Work shall also include demolition of existing structures and hazardous material abatement where applicable. The anticipated contract duration shall be approximately 270 days. Please refer to the attached Specification Plan and Drawings attached to this solicitation. Also be sure to review the attached SF1442 for a complete listing of the applicable provisions and clauses. Also please note that the Government is setting this requirement aside as a total 100% small business set aside under the North American Industrial Classification System (NAICS) 236220 which has a small business size standard of $45.0M. The associated PSC code is Y1AZ. Interested parties shall provide their bids to the Government by the closing date and time of this solicitation and shall be available for public opening on 7 March 2024 at 10:00 EST at the Portsmouth Armory located at 801 McGee Drive, Portsmouth, NH 03801. Bids shall either be mailed directly to the government at 302 Newmarket Street, Newington, NH 03803 by the time specified in the solicitation or hand carried to the Portsmouth Armory on opening day. The Government cannot accept bids electronically. Interested bidders are strongly encouraged to review the "Instructions to Bidders" in section 00 21 13 of the solicitation. This posting also constitutes a notice of a pre-bid conference & site visit which the Government will conduct on February 8th, 2024 at 09:00 AM EST on-site at Bldg. 254 on the Pease reservation. Please review 00 21 13 for instructions and submission requirements for site access before the event. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements The magnitude of this construction project is betw een $1,000,000 and $5,000,000 *The value for this project is based on a financial range.
