New construction of a water / sewer project in Malone, Florida. Completed plans call for the construction of a water / sewer project.

The Town of Malone (Owner) is requesting Bids for the supply and delivery of water meters and related components and fittings for their Water Meter Replacement Project. The Town of Malone shall accept the bid of the responsible bidder that best meets the needs of the the Town of Malone, taking into consideration, among other things, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the Town of Malone, in its sole discretion, determines will enable the bidder to perform effectively and efficiently. The Town of Malone shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The Town of Malone reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety. The proposal includes furnishing and installing all items required for a successful deployment of the AMI (with ALD) system, to include personnel training and data hosting and management. All other items, including, but not limited to the following items, shall be provided by the solution provider: o Furnishing of approximately 485 IP68 rated water meters with integrated radio and acoustic leak detection. Quantity of the various meter sizes shall be provided based on the existing meters as listed in Existing Meter Table provided in Section 3.1.2 above. o Meter Installation. See Section 5 (Alternate Scope). o Provide a Radio Frequency Propagation Study Report with submittal of the RFP. The Study will be the basis for the infrastructure, including, but not limited to network, hardware, and software requirements. The study must provide analysis for full coverage of the town and indicate the expected signal strengths at a high level throughout the town. o Determine the quantity of collectors and tower(s) required from the propagation study and include in a project cost estimate. o Supply and install AMI network infrastructure hardware and software including but not limited to the following: - Data Collectors - Any additional infrastructure necessary - Self-Supporting Tower(s) for the Data Collectors (if needed). Height of tower shall be determined by system provider. System provider will be responsible for all structural design requirements and all permitting involved in installing the tower(s). The number of tower(s) shall be determined by the system provider's propagation study along with the provided information (Appendix B) regarding existing and available Town approved towers. o AMI System Software o Acoustic Leak Detection (Web-Based) Analysis Software o Provide a Device Exchange System (DES) that will streamline the meter change out process. The DES should include the following capabilities as a minimum: - Manages smart-meter installation projects. - Integrates with the billing system utilized by the Town of Malone's Customer Services Department. - Provides a mobile application for both Android and iOS devices. - Mobile App must provide over-the-air synchronization with the -Management Console using either cellular or wi-fi communication. o Integrates with GIS and generate GPS coordinates for each meter installed. o Generates Management Reports. - Provides Portal Access for the Town and 3rd Party Users if - required. The Portal should allow access by any utility or 3rd party personnel that are authorized by the utility. o Provide documentation of existing service line material and document said pipe types existing on customer's side and on identify polybutylene pipe at locations on the "town side" of the meter box. o Respondent shall utilize a DES to provide a smooth and efficient meter replacement process for any meters installed by the Solution Provider. o Respondent to provide Town Staff training to use DES. The cost for this training shall be included in the overall System Training cost. o Provide and verify integration of the CIS utility billing system to the MDM software for billing purposes. o Provide Network Deployment Management until system acceptance. o Provide System Training on both installation, hardware and software for all utility personnel. o Provide an option for an additional 1-year service contract to include data management, personnel training and consultation. o Proposed solution components must provide tight, end-to-end integration and be supplied from a single source manufacturer. o Obtain all applicable licensing including but not limited to FCC licensing. o Obtain all applicable permitting including but not limited to the following: o State required permit(s) o County required permit(s) o Town permits including Building and Engineering o All other applicable permits o Provide information and details for backup procedures and security measures that will be employed to prevent interruption in service. o Identify any polybutylene service line material on the Town side of the meter box o Provide the Town with a detailed audit of all water connections to customers noting the type of service lines with address and GPS location. o Provide the Town of Malone an electronic file containing the audit findings.
