Site work and paving for a mixed-use development in Steubenville, Ohio. Completed plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

In general, all work will include but not be limited to the following: rehabilitation of the existing stone arch structure in conformance with the Secretary of Interior s Standards for Rehabilitation, including but not limited to removal and replacement of existing asphalt concrete pavement and arch fill; installation of waterproofing system on the arch extrados; various masonry/stone repairs, resetting and replacement; repair/tuckpointing mortar; and rock channel protection. Only those registered as a plan holder through B&N may submit a bid for the work. Bids shall be on a unit price basis and shall be in writing on proposal blanks furnished by the City Engineer. The Bid must be accompanied by the Bid Guaranty. At the option of the Bidder, the guaranty may be a Bid Guaranty and Contract Bond in accordance with Section 153.571 of the Ohio Revised Code, which is included, or a bid bond on the included form in the amount of one hundred per-cent (100%) of the amount of the Bid. Cash deposits will not be accepted. The Bid Guaranty shall insure the execution of the Agreement and the furnishings of the Surety Bond or Bonds by the successful Bidder, all as required by the Contract Documents. The successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond or Bonds. This project is funded in whole or in part with HUD Community Development Block Grant (CDBG) funds. Contractors/Subcontractors must comply with the employment, training and contracting opportunity requirements of Section 3 of the Housing and Community Development Act of 1968. Section 3 requires that, to the greatest extent feasible, hiring and contracting opportunities be afforded to low- and very low-income persons. Attention is called to the fact that no less than the minimum salaries and wages, as set forth in the contract documents, must be paid on this project, and that the contractor must insure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex, or national origin. Each bidder must submit a written Affirmative Action Program with his or her bid. The Affirmative Action Program must include seven percent (7%) minority workers of the total work force. In addition, the Minority/Women s Business Enterprise Program of the City of Steubenville requires that at least seven percent (7%) of the total cost of the project will be allocated to MBE/WBE contractors and subcontractors, or for the purchase of materials from MBE/WBE suppliers. If the above work force breakdown is not enumerated, specified goals and timetables for the employment and training of minority and lower income residents of the project area must be included. Failure to comply with MBE/WBE and Section 3 requirements could constitute grounds for bid rejection. The contractor must comply with the Build America, Buy America (BABA) Act, which requires that all iron and steel, construction materials, and manufactured products used in federally funded infrastructure projects are produced in the United States. The City intends and requires that this project be started no sooner than Feb 5th, 2024. The completion date for this project is August 30th, 2024. The City of Steubenville reserves the right to reject any or all bids, or to waive any informalities in the bidding.
