Award pursuant to this IFB will be made to the lowest responsive, responsible bidder, who bids on all items, and whose bid offers the lowest total price when all items are added in the aggregate. The City in it's sole discretion will determine if the pricing received is reasonable and if it is in the best interest of the City to move forward with the award.
