Bidders are strongly encouraged to visit the site to evaluate the scope and site conditions of this project The Contractor shall furnish: A. GENERAL REQUIREMENTS: 1. The above noted work shall include all incidental items, including but not limited to: a. Saw cutting to square pavement cuts, saw cutting and removal of existing concrete, removal of unsuitable material and other temporary material (cold patch, stone etc.), with proper and legal disposal of such removed material. b. Verifying base material thickness and addition of base material as required to meet specification. c. Providing traffic and pedestrian control as may be required by the City's Department of Engineering or the Virginia Department of Transportation. d. Provide for proper compaction to meet specification. e. Obtain permits and inspection from the City's Department of Engineering as may be required. 2. The most recent edition of the Hampton Roads Planning District Commission Regional Construction Standards and the City of Portsmouth Special Provisions to the HRPDC Regional Construction Standards shall be included as part of this contract specification with additions and deletions as noted here-in and as applicable to this project. A copy of the HRPDC Regional Construction Standards may be obtained from HRPDC and the Portsmouth Special Provisions are available from the City's Engineering Department. 3. The contractor shall meet all the conditions, standards and specifications set forth by the City's Engineering Department or the Virginia Department of Transportation for work in each jurisdiction's or agency's right of way. 4. The quality of all services rendered hereunder shall conform to the highest standards in the relevant profession, trade or field of endeavor. All Contractor services shall be rendered by or supervised directly by individuals fully qualified in the relevant profession trade or individuals fully qualified in the relevant professional trade or field, and holding any license required by law and regulations. The contractor shall adhere to all Local, State, and/or Federal regulations or standards pertaining to this type of work. 5. The Contractor shall be responsible for notification in writing of all adjacent property owners in the work site area of the nature of the work and their work schedule at least (48) hours prior to beginning the work The Contractor shall be responsible for coordination with property owners for access where the easements cross private property. Notices shall be pre approved by Public Utilities, with a final copy provided prior to distribution. 6. Incidental items of work shall include but not be limited to: mobilization, demobilization, de-watering, shoring, special bedding, special backfill, pavement restoration, site restoration, traffic control, by-pass sewage pumping, permitting, work place safety, notification of residents, reinstatement of laterals, grouting, root removal, legal disposal of material, pre and post CCTV, holding of poles and unforeseen utility conflicts. These items are to be included in the Unit Bid Price for each size of pipe. 7. A post CCTV (CD Format) and log shall be provided the owner for review upon completion of the work. Initial Period Of Contract: From December 1, 2023 Through February 19, 2024.
