Renovation of an educational facility in Visalia, California. Completed plans call for the renovation of a 488,751-square-foot educational facility.

The Scope of Work is the construction of HVAC Replacement on an approximately 11.1-acre District-owned site located at 2200 E. Tulare Ave., Visalia, CA 93292. The Project will include approximately 14,400 square feet of buildings. A prime contractor with an A or B license, and any MEP Subcontractor (whether a prime contractor or subcontractor), must be prequalified pursuant to Education Code section 17406(a)(2)(C) and Public Contract Code section 20111.6(b) through (m) prior to submitting a proposal. (See Section IX.E., below.) An "MEP Subcontractor" is one who will perform work that requires one of the following classes of license: C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, or C-46. Any proposing Contractor that did not attend this conference will be deemed to have notice of all conditions and information that it reasonably could have obtained at the conference (including but not limited to observations of the site conditions and receipt of verbal or written answers to questions), and it will be assumed for all purposes under the Contract Documents that the entity had notice of such information when it prepared its proposal. Owner reserves the right to consider failure to attend the pre-submittal conference as evidence of non-responsibility for this Contract. Only prime contractors previously prequalified with the District through its annual prequalification process may submit responses to this RFP. Replies involving any substantive issues will be issued by addenda and mailed to all parties recorded by the District as having received the RFP documents. Only answers provided by formal written addenda will be binding Proposals not received by the deadline or in the proper format will be returned unopened. The District plans to construct the Work, which is a Building, on a District-owned site located at 2200 E. Tulare Ave. in Visalia, Tulare County, California, and the District is soliciting proposals for the construction of the Work. The Contract is subject to the payment of prevailing wages under the California Labor Code and applicable regulations, and the Contract will be subject to compliance monitoring and enforcement by the California Department of Industrial Relations. The District will require the successful proposing Contractor to achieve the minimum goal of 3% DVBE (Disabled Veteran Business Enterprises) established in the contract documents, or to provide acceptable evidence of good faith efforts to do so. The DVBE Certification must be submitted with the proposal; and the DVBE Worksheet must be submitted with the DVBE Certification if Box D is checked on the first page of the DVBE Certification. Pursuant to the Contract Documents, the successful proposing Contractor will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Total Sublease Amount, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Total Sublease Amount, said bonds to be secured from Admitted Surety insurers (an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year). These bonds shall be in the form attached to this RFP (see Exhibits Q and R), and shall be submitted by the Contractor within ten (10) days of the award of the Contract by the District's governing board. The sureties must, unless otherwise agreed to by District in writing, at the time of issuance of the bonds, have a rating not lower than "A-" as rated by A.M. Best Company, Inc. or other independent rating companies. District reserves the right to approve or reject the sureties selected by the successful proposing Contractor and to require the successful proposing Contractor to obtain bonds from sureties satisfactory to the District. The proposing Contractor will be required to furnish insurance as set forth in the Contract Documents. Interviews (If Owner elects): December 21 Planned Announcement of Best Value Ranking: December 27, 2023 Planned Award by Governing Board: January 16, 2024 It is anticipated that Notice to Proceed will start on or about February 5, 2024 with submittals, procurement and site investigations (outside of school hours). The anticipated Construction will begin on June 3, 2024. The Work must complete no later than August 1, 2024 The District reserves the right to add or deduct any of the alternate items in the proposal form (Exhibit F) after the lowest responsive and responsible lump sum proposal is determined. The lowest lump sum proposal shall be determined on the amount of the base proposal. Replace Central Plant and Unit Ventilator in Classroom Building 2 and 3 with new roof mounted package units. Work will include associated electrical, mechanical, plumbing, and structural support as required for the installation of the new mechanical equipment. Work shall be limited to Mechanical (HVAC) work only per DSA IR 11B-6.
