Project Background and Description The City of Ventura seeks proposals from qualified professional consultants for the design and preparation of building plan sets for a series of pre-approved Residential Accessory Dwelling Unit (ADU) architectural plans to achieve the City's goals in the 6th Cycle Housing Element. All proposers shall be properly licensed for the performance of the services, as described in the Scope of Services, in accordance with California law and the City of Ventura's Charter and Ordinance No. 2023-09 Chapter 24.430 (Attachment A). The City intends to purchase the "plan-check-ready" construction plans from the awarded consultant and make them available to the public free of charge as an incentive to promote the construction of ADU housing throughout the City. 2.3 Scope of Services The Consultant(s) should prepare a proposal for supplying the City with five different detached ADU designs that are "plan-check-ready" construction plans. The ADU plans to be designed shall include a studio, a one-bedroom, a two-bedroom, and a two-story one and two-bedroom (s); each ADU model will have one bathroom. ADU designs shall be designed in accordance with the City's ADU Ordinance No. 2023-09 Chapter 24.430 (Attachment A) and shall include references to said Ordinance. Please note that the City's ADU Ordinance allows the construction of two-story ADU units. The successful bidder shall have each ADU plan set of construction drawings plan-checked (preapproved) by the City's Community Development Department to evaluate its ability to be built without requiring further plan-checking. All plans submitted will comply with applicable Building Code standards, high-quality materials, architectural designs, and elevations in accordance with City Ordinance Chapter 24.430. To be considered for selection, the proposal shall include the following: Floor Plans Foundation plans (suitable or customizable for all soil conditions) Sections (if necessary) Exterior Elevations Renderings of exterior and interior features, including finishes as appropriate. Suggest exterior and interior materials and possible options. All utilities, including but not limited to sewer, water, gas, and electricity. In addition, the consultant will prepare a cost estimate for all the work to be completed. Question and Answer Period: All questions regarding this Request for Proposal (RFP) shall be submitted via email to Nicole Supan, Purchasing Supervisor, at nsupan@cityofventura.ca.gov PRIOR to Thursday December 7, 2023, at 2:00 PM. Any questions submitted after the deadline shall be rejected.
