Demolition, site work, remodeling, renovation and addition to a mixed-use development in Sibley, Iowa. Completed plans call for the renovation of a 36-bed detention facility; for the remodel of a 12,860-square-foot municipal facility; for the demolition of a fire / police facility; for site work for a fire / police facility; and for the addition of a fire / police facility.
The Osceola County Public Safety Center Remodel will be built on the existing courthouse site which will be approximately 7,182 square feet and attached to the existing Sheriff's offices, E-911 and support areas. The primary components of the addition consist of precast panels, masonry block and metal studs. The building will accommodatea 14 bed jail with future expansion capability of 36 beds within the existing facility which will be bid as alternates to the project. The project will be constructed at 309 6th Street, Sibley, IA 51249. Bid Package I will consist of multiple prime contracts. Bidders may submit proposals on individual prime contracts or multiple prime contracts on the combined bid form. Contract 1 General Construction Contract 2 Security Metal Doors, Frames, Hardware, Equipment & Security Electronics Contract 3 Plumbing Contract 4 HVAC Contract 5 Electrical / Security Electronics Conduit & Wiring Contract 6 Fire Sprinkler Bids for each Contract will be evaluated separately, with the Contract being awarded to the lowest responsive, responsible bidder for that contract. Work under the Contract for this Bid Package shall commence within seven (7)days of the written "Notice to Proceed". The notice to proceed is anticipated to be issued November 13, 2024. The work shall be fully completed and ready for Owner occupancy pursuant to the Construction Schedule but in no event later than April, 2026. All bids shall be made on forms furnished by the County and must be enclosed in a separate sealed envelope and plainly identified. Each proposal shall be accompanied by a bid bond, cashier's or certified check or a credit union certified share draft, in a separate sealed envelope in an amount equal to Five percent (5%) of the total amount of the proposal. The certified or cashier's check shall be drawn on a bank in Iowa or a bank chartered under the laws of the United States or said certified share draft should be drawn on a credit union in Iowa or chartered under the laws of the United States; and such check or share draft shall be made payable to the Osceola County Auditor as security that if awarded a contract by resolution of the Osceola County Board of Supervisors, the bidder will enter into a contract at the prices bid and furnish the required Performance and Payment Bond and Certificate of Insurance. The certified or cashier's check or certified share draft may be cashed if the Contractor fails to enter into a contract or fails to provide a certificate of insurance on the form provided in the specifications, within ten (10) days after the acceptance of the Contractor's proposal by resolution of the Osceola County Board of Supervisors. The apparent low bidder on each contract may not withdraw a proposal within sixty (60) days after the date set for opening bids. Each successful Bidder will be required to furnish Performance and Payment Bonds in the amounts equal to one hundred percent (100%) of the contract amount. The Osceola County Board of Supervisors reserves the right to defer acceptance of any proposal for a period not to exceed sixty (60) calendar days after the date bids are to be received. The Osceola County Board of Supervisors reserves the right to reject any or all bids and to waive informalities andirregularities.
