The City of Placentia seeks competitive proposals from qualified consultant to compile and implement a comprehensive ADA Self-Evaluation and Transition Plan for City buildings, parks, and public right-of-way, including parking lots, street intersections and sidewalks. The selected most qualified consultant will, among other tasks, perform field investigations within the City right-of-way and of City facilities and parks in order to identify obstacles limiting accessibility, describe methods to improve accessibility and specify a schedule for achieving ADA compliance. The selected consultant shall have relevant experience with all federal and state accessibility regulations, public agency provided services, programs and activities requirements, and in preparing accessibility survey and evaluation reports for a Title II entity. It is required that inspections are performed by a qualified Certified Access Specialist (CASp). The Scope of Services for the development of the City's ADA Self-Evaluation and Transition Plan. Tasks 3,4,6 and 7 referenced herein shall be proposed and completed in three (3) Phases as follows: (A) Public Right-of-Way, (B) Public Buildings, and (C) Parks. Consultant may recommend additional actions or tasks as they deem appropriate based upon their experience for the City's consideration. Task 1.0 - Project Management and Meetings, Task 2.0 - Initial Investigation and Document Review, Task 3.0 - Field Survey and Self Evaluation, Task 4.0 - GIS Integration, Task 5.0 - Public Involvement, Task 6.0 - Database, Task 7.0 - Preliminary Cost Estimates, Task 8.0 - Final ADA Self-Evaluation and Transition Plan.
