Silicon Valley Power ("SVP"), the Electric Utility of the City of Santa Clara, is soliciting bids for Electric Utility Substructure and Fiber Optic Projects. Question Deadline : 12/08/2023 at 4:00 PM PT Bidders must submit with their Bids either cash, a cashier's check, or certified check from a responsible bank in the United States, or corporate surety bond furnished by a surety authorized to do business in the State of California, of not less than ten percent of amount of Bid, payable to City. All Bidders choosing to submit a surety bond must submit it on Document 00411, Bidder's Bond. City will reject as non-responsive any Bid submitted without the necessary Bid security. The EO directs the City of Santa Clara to take certain immediate steps, including notifying all contractors and grantees of their obligation to comply with existing economic sanctions imposed by the U.S. government in response to Russia's action in Ukraine and any sanctions imposed under state law. This correspondence serves as a notice to the EO that as a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury City specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from Bid requirements not involving time, price, or quality of the Work. The Contractor shall pay prevailing wages to any worker(s) employed by the Contractor or any of its subcontractors under this Contract. The term "worker" is defined under California Labor Code Sections 1723 and 1772. A prevailing wage is the basic hourly rate the majority of workers in a particular craft or classification earn. The prevailing wage also is based on the locality and nearest labor market. The California Department of Industrial Relations annually determines prevailing wage for various crafts, job classifications and job types. A California "A" contractor's license is required to bid this contract. Joint ventures must secure a joint venture license prior to award of this Contract. This standard is intended for use by Developers as required by City ordinance, Contractors under contract to the City of Santa Clara and City forces. Due to the similarities with materials and methods in underground construction, this standard is meant to compliment SVP standard UG-1000. Its purpose is to: i. Provide a uniform substructure construction standard for new fiber installations within the City of Santa Clara. ii. Define material requirements for fiber substructures. iii. Define Developer's substructure work requirements for fiber installations. iv. Provide a guide, with respect to utility substructures, for new fiber projects and for changes to existing facilities. v. Act as a supplement the SVP UG-1000 standards and to detailed design drawings prepared by Fiber Connect. The Work consists of installation of both substructures and aerial fiber optic infrastructure and fiber optic cable throughout the City of Santa Clara. Much of this Work will be performed within existing rights of ways, including, streets and sidewalks. SVP expects to complete 40-60 task orders for a 12-month period.
