The City of Phoenix is seeking up to three qualified consultants to provide independent cost evaluation services on an as-needed basis from March 1, 2024 through February 28, 2027. The qualified firms shall provide a variety of Cost Estimating Services. Such tasks include, but are not limited to: o Preparing Programming/Design Concept Review (DCR) level estimates to determine project budgets. o Preparing detailed construction estimates to be used for evaluating Contractor proposals for Construction Manager at Risk (CMAR) and Job Order Contracting (JOC) projects. o Performing detailed quantity take-offs and providing quantity verifications. o Evaluating Contractor proposals and providing support during negotiations for CMAR and JOC projects, change order requests, and claims. o Evaluating change order costs, analyzing schedule impacts, reviewing authorizations for time extensions and additional general conditions costs, with consideration to the City's contract requirement for calculating delays and damages. o Conducting confidential market inquiries, consulting market indexes, and utilizing industry contacts for reporting to the City on current costs and availability or trends in labor, material, and equipment. o Evaluating Value Engineering proposals and alternatives. o Evaluating claims and providing support during settlement process. o Reviewing impact and estimation of non-city utilities, or other agencies coordination. o Preparing Constructability Review (CR) estimates to determine submitted proposal, bid package, or development comparison budget accuracy. o Evaluating plan quality, verification of plan callouts and quantities, review of missing items, quantity verification, unidentified conflicts on plans, conflicting information with plans, special provisions, and City of Phoenix Details. o Comparison of site conditions and design plans to ensure actual field conditions are accurately depicted on the plans. o Evaluating all aspects of a project scope, including the project plans, special provisions and identifying conflicts with contract documents. o Recommending construction phasing and the relative costs associated with phasing options. o Reviewing and checking project measurements and payment sections adequately address the scope of each bid item to ensure quantity take-off of major work items are valid Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager. o The Consultant will be required to maintain all project records in electronic format. o The City provides an ASP web-based project management database which the Consultant will be required to utilize in the fulfillment of the contract requirements. o The Consultant shall provide a computerized networked office platform with broadband internet connectivity. o UNIFIER training will be provided through the City of Phoenix to firms under contract.
