Renovation of a casino in Cranston, Rhode Island. Conceptual plans call for the renovation of a casino.

The purpose of this Request for Proposal is to solicit proposals from qualified and licensed independent suppliers regarding the cost and timeline required to provide the engineering and design of a standby generator system, inclusive of sizing and specifications of the generator and associated components, to include the design and layout for new electrical load/distribution equipment and materials, as well as installation and integration. a. Provide the design of a generator capable of providing standby power to full building load. The generator shall be connected to a new automatic transfer switch and shall include a permanent means to connect a portable generator to the distribution system for when the permanent generator is unavailable. The selected engineering firm shall be responsible for obtaining information on existing building loads and provide a preliminary generator calculation for review. b. Evaluate generator fuel type including associated cost of bringing natural gas services to Lottery Building. c. Replacement of the existing service entrance equipment MDP1 and MDP2 located in room 042. MDP-1 is a 208/120V 3-phase, 4-wire 600A switchboard and MDP-2 is a 208/120V 3-phase, 4-wire 400A switchboard. d. Provide coordination with existing tenant facility and their existing generator. e. Provide construction administration, project management, and full-time resident engineering services for the entire construction project. f. The generator is to be located outside with consideration given to required site preparation with relocation or adjustment to peripheral equipment and existing structures and surveillance/security measures as necessary. g. Engineering services should include geotechnical investigation including borings of proposed area to support generator foundation design. h. The generator shall be housed in a sound attenuated enclosure. i. The generator set must have stairs and platforms on all sides that have access doors. j. If diesel-engine generator is selected after the schematic design phase, fuel capacity shall be a four (4) day minimum run time at 50% building load without refueling. Integral fuel spill containment shall be included with the generator specifications. k. Generator specifications shall include, process, or Manufacturer's Service Maintenance agreement to clean and maintain fuel - filter varnish, sludge, polishing - filtering of stored fuels through an apparatus that targets and extracts fuel contaminants. l. Design shall include a "Load Bank" connected in such a way as to offer the Rhode Island Lottery the ability to set up a regular load bank testing schedule, as well as the load bank having the ability to automatically sense a load and adjust as needed. m. Control and monitoring hardware/software and related components as required to complete system installation shall be conducted IAW industry standards and submitted to the Rhode Island Lottery. n. Once the product warranty expires, include a (5) five-year Manufacturer's Maintenance Agreement, Warranty, and Service Call Contract with distributor/manufacturer including 24-hour parts and service as needed. The construction portion of the work described shall take place over one (1) fiscal year. The method of Contractor Selection has not been Determined at this time.
