The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a Statewide Price Agreement for riparian, aquatic, and wetland restoration services and supporting activities to improve surface water quality, riparian areas, wetlands, and/or associated riparian habitats both instream and adjacent to surface waters. The New Mexico Environment Department (NMED) and other local public bodies, tribal governments, and other applicable entities intend to hire contractors, as needed, to perform services to support development of or complete riparian, aquatic, and wetland restoration projects or support long-term success of completed riparian, aquatic, and wetland restoration projects including monitoring or maintenance. The intent of establishing this price agreement is to procure contractors to perform professional and/or general services to perform riparian, aquatic, and wetland restoration services and supporting activities including but not limited to: environmental design, implementation planning document development, water quality studies, watershed or wetland assessments, implementation method studies, natural and cultural resource surveys, biological surveys, land surveys, compliance document compilation and creation (e.g., biological assessment or survey reports), permitting document creation, biological monitoring services, ecological and hydrological monitoring services, water quality monitoring services, monitoring reports, statistical analyses, data collection and submission, earthmoving, general construction, erosion control methods, fencing, non-native vegetation removal, native vegetation planting, pre- and post-construction monitoring services, instream structure repairs and maintenance, post-fire water quality monitoring, and post-fire flood mitigation projects. The term of the resulting Statewide Price Agreement shall be for one (1) year with option to renew for three (3) additional years from the date of award.
