Bids shall be sealed in an envelope and plainly marked on the outside, "Bid for Custodial Services. Bids must contain the full name of every person or company making the same and all persons interested therein, and must be accompanied by a Proposal Bond in the amount of Five Hundred Dollars ($500.00) executed by the bidder and an acceptable surety or a certified check on some solvent bank in the amount of $500.00 payable to the Public Works Director of the City of Mansfield, Ohio as a guarantee that, if the bid (proposal) is accepted, a contract will be entered into and its performance properly secured. Should any bid be rejected, such check will be forthwith returned to the bidder and should any bid be accepted, such check will be returned upon proper execution and securing of the contract. The City of Mansfield, Ohio shall award the contract for custodial services to the bidder who, in the sole opinion of the City, submits the lowest and best bid. The City of Mansfield, Ohio reserves the right to reject any and all bids and to waive any irregularities.
