Demolition, site work and addition to a mixed-use development in Irving, Texas. Completed plans call for site work for a swimming pool; for the demolition of a swimming pool; for the addition of a swimming pool; fitness / recreation center; fitness / recreation center; and fitness / recreation center.

As of November 5, 2024, a construction manager has been selected. Pursuant to the provisions of the Texas Government Code Section 2269, it is the intention of the City of Irving, Texas to select a Construction Manager at Risk (CMAR) for preconstruction and construction services for the Senter Park Indoor Swimming Facility Project located at 901 S. Senter Road with a new state of the art facility. The replacement facility will include a 100% demolition of the existing swimming facility, design of a new indoor family-oriented pool with zero depth entry and children's aquatic features, to include all mechanical spaces, changing rooms, restroom, and lifeguard structures. The facility will also make a connection with the existing recreation center with the new facility becoming the main public entrance. The 24,000 SF addition will also have a central control desk, offices for staff and a conference room. The method to be used to select the CMAR is the one-step process as detailed in Chapter 2269 of the Government Code. The contract will be awarded on the basis of the Cost of the Work plus a Fee with a Guaranteed Maximum Price (GMP). The City of Irving is concurrently soliciting the services of an architectural firm responsible for Design Development. The selected CMAR is to assist the City and its selected architectural team with the completion of the design process, materials/systems evaluation and selection, construction documents, cost estimating, project scheduling, subcontractor bidding, construction, and project closeout. Selection will be in accordance with Tex. PROJECT SITE/EXISTING CONDITIONS The site is located at 901 S. Senter Road, the Senter Park Swimming Pool opened in 1954 and consists of 9,300 SF pool with a separate children's pool. It sits adjacent to the Senter Park Recreation Center. Senter Park is a 34.73-acre park located in the South Park Planning District. This park is a cherished park to the adjacent community due to its proximity and accessibility to the neighborhood. The amenities of the park include an outdoor community pool, the over 35,500 square foot Senter Recreation Center, along with outdoor sand volleyball court, tennis court, playground and trail. The park is bordered by Senter Rd on the east side, 7th Street to the north and Delaware Creek to the south and west. Selection will be in accordance with Tex. Gov't Code 2269.251. PROJECT TIMELINE Timely completion of the work within budget is of primary importance to the City. The City anticipates the Council to award a Contract to the selected CMAR by February 8, 2024. The required project completion will be no later than March 31, 2026. PROJECT BUDGET The preliminary budget set for this project by the City is $20 million and includes the Cost of the Work Plus the Fee with a Guaranteed Maximum Price. This amount shall not be exceeded without prior written consent of the City. Any cost savings realized below the amount identified as the Guaranteed Maximum Price at the completion of the Work shall be returned to the City. Q/A Cutt off Date & Time 12/8/2023 12:00:00 PM (CT) The CMAR shall be required to coordinate with any other contracts the City may issue directly such as communication/security cabling, asbestos abatement, etc. Proof of Insurance, and provision of Payment and Performance Bonds shall be required as described in detail in other sections of this Request for Proposals. Bid security in the form of a bid bond, certified check, or cashier's check payable without recourse to the order of the City of Irving, Texas, in an amount not less than five percent of the amount of the bid must accompany each bid as a guarantee that, if awarded the contract, the bidder will enter into a contract within ten (10) days of the presentation of such contract to the bidder by the City.
