The City of San Gabriel is a densely populated and heavily visited community. There are multiple areas with various zoning components that are experiencing increased traffic congestion and parking complaints. Additionally, the City hosts many visitors who patronize various commercial areas, creating the need for focused parking enforcement activities to maintain traffic flow, traffic safety, and parking turnover, while balancing the quality of life for residents. The City of San Gabriel (City) isseeking parking enforcement services from a qualified Contractor in accordance with this Request for Proposals (RFP). The award resulting from this RFP will be a fixed 3-year contract with two (2) optional 1-year extensions. The initial term is projected to begin July 1, 2024. If the Contractor fails to meet its schedule and staffing obligations, provide the parking enforcement services as mutually established in the Scope of Work, the City will issue a written warning. If such an incident occurs again, the Contractor will be assessed liquidated damage of $500. Should a similar violation occur again during the contract term, the Contractor will be assessed liquidated damages without the benefit of warning in the amount of $500 per incident. The City reserves the right to accept or reject any or all proposals, or to alter the selection process in any lawful way, to postpone the selection process for its convenience at any time, and to waive any non-substantive defects in this RFP or the proposals.
