Per the owner, as of August 20, 2025, this project is in design. Design is 30% completed. The owner states that there is no funding in place for construction. A timeline for construction has not been determined. ........ The City of Paso Robles is inviting qualified firms to submit proposals to provide Preparation of Plans, Specifications, and Estimates (PS&E) for the Construction of the southbound and northbound ramps roundabouts at U.S. Highway 101 and SR 46 West Project. Consultant services will include, but not be limited to, the following: roadway engineering; quantity calculations; environmental surveys, preparation of environmental documents to obtain permit applications; preliminary right of way engineering; utility research and coordination; hydraulic analysis; geotechnical engineering; topographic and boundary surveying; preparation of bid- ready Plans, Specifications, and Estimates (PS&E). Right of way acquisition services will be procured under a separate contract, after the final design is completed. May also include the procurement of a Caltrans Encroachment Permit. The City of El Paso de Robles (City), in cooperation with San Luis Obispo County (County), the San Luis Obispo Council of Governments (SLOCOG), and the California Department of Transportation (Caltrans), propose to relieve local and regional circulation issues and reduce existing and future delay by improving the operations of US Highway 101 (US-101)/State Route 46 West (SR-46W) interchange. The existing US-101/SR-46W interchange is a compact diamond (Type L-1) with signalized intersections at the ramp termini. The proposed project includes the conversion of the ramp termini intersections into roundabouts. Adjacent frontage roads would be either redirected into the new roundabouts or relocated away from the interchange. Phasing was required in order to deliver this project under the proposed funding framework, which consisted of: Phase 1: Relocation of Theatre Drive to create a new intersection with SR-46W approximately 900 feet west of the current location at the existing interchange. This phase was constructed in 2012 by the City. Phase 2: Relocation of South Vine Street to the Theatre Drive intersection with SR-46W. This phase would be constructed by the City and is currently in design.
