The intent of this Invitation for Bid (IFB) and resulting contract is to obtain competitive bids for the City's annual requirements for concrete and asphalt repairs for the Departments of Public Utilities and Public Works. Work shall be in accordance with all specifications, terms, and conditions herein. The contractor will be responsible for providing all materials, operator(s), labor, transportation, equipment, and traffic control necessary to perform the work. In compliance with this Invitation for Bid (IFB), and subject to all the conditions thereof, the signatory offers, if this bid is accepted within ninety (90) calendar days from the date of the opening, to furnish any or all of the items and/or services upon which prices are quoted, at the price set opposite each item, to be delivered at the time and place specified herein. The above signature certifies the bidder has read, understands, and agrees to all terms, conditions, and requirements of this bid, and is authorized to contract on behalf of firm named above. IF YOU NEED ANY REASONABLE ACCOMMODATION FOR ANY TYPE OF DISABILITY IN ORDER TO PARTICIPATE IN THIS PROCUREMENT, PLEASE CONTACT THIS DIVISION AS SOON AS POSSIBLE. The contract shall cover the period from March 1, 2024 through February 28, 2025. This contract may be renewed based on the terms and conditions at the expiration of its term at the sole discretion of the City. Automatic renewals will occur for up to two (2) additional one-year periods through February 28, 2027. Initial rates and subsequent renewal rates must be guaranteed for a minimum of twelve (12) months. Any increase in rates shall be limited to the lesser of the Consumer Price Index for all Urban Consumers (CPI-U) - Other Goods and Services (unadjusted for the current 12 month period) or 3%. Any increase in rate must be submitted sixty (60) days prior to contract renewal. The City does not guarantee approval of any rate increase. All concrete for any repair 5' by 5' or larger shall be A-3 concrete supplied by a Virginia Department of Transportation (VDOT) certified plant. All concrete for any repair smaller than 5' by 5', does not require A-3 concrete but shall be rated at 2,500 - 3,000 psi. Concrete replacement shall have expansion joint materials between the new edge and the existing concrete. Expansion material shall be VDOT approved. If required, saw cuts shall be in a straight line and full depth. Depths are estimated to be 6". Driveway entrances and curb and gutters shall conform to VDOT standards. Remove and dispose of existing temporary aggregate and asphalt patches installed by the City at locations of City performed water main repairs, sewer repairs, water meter repairs, and the installation of utility structures. Driveway and sidewalk pricing shall be estimated using a 6" depth of concrete. Sub-base material disturbed during removal shall be replaced and compacted prior to installation. Finished product shall include any site dressing including topsoil and seed for disturbed areas. Finished driveways and gutters will have all forms and other supporting materials removed and disposed of upon completion of driveway repair. All driveways must be poured within 24 hours of excavation. If required, adjust the elevation of existing utility structures such as: water meter boxes; sewer clean-outs; valve boxes; and air blow off valve boxes that have been installed by the City to allow the top of the utility structure to match the finished elevation of the adjacent concrete or asphalt. Workmanship of driveways shall be of a good quality and conform as close as possible to the existing driveways as to finish, excluding color match. Disposal of demolished materials shall be in accordance with all applicable State and Local regulations. All work shall be first-class workmanlike manner acceptable to the City in all respects. The City may reject all or any portion of work which is not in accordance with the approved specifications or is deemed to be unsatisfactory. The City shall withhold payment for all work until all unsatisfactory work has been corrected. Please include as a part of your bid, company guarantee/warranty information. Contractors shall have all appropriate insurance. The Contractor shall be capable of responding and beginning work within two (2) working days after notification by the City. Public Utilities and Public Works will obtain all permits required by the City of Suffolk. These include, but are not limited to, Right-of-Way permits and sidewalk closure permits. The cost for obtaining required permits will be deducted from the Contractor's invoice. Contractor's License: If any of the services promulgated under this solicitation consist of construction work, it is required under Title 54.1, Chapter 11, Code of Virginia, for a Contractor who performs or manages construction, removal, repair, or improvement when the total value referred to in a single contract or project is: One hundred twenty thousand dollars ($120,000) or more, or the total value of all such construction, removal, repair or improvements undertaken by such person within any twelve-month period is seven hundred fifty thousand dollars ($ 750,000) or more shall show evidence of being licensed as a Class A Contractor. Ten thousand dollars ($10,000) or more, but less than one hundred twenty thousand dollars ($120,000) or the total value of all such construction, removal, repair, or improvement undertaken by such person within any twelve-month period is one hundred and fifty thousand dollars ($150,000) or more, but less than seven hundred fifty thousand dollars ($750,000) shall show evidence of being licensed as a Class B Contractor. Over one thousand ($1,000) but less than ten thousand ($10,000), or the total value of all such construction, removal, repair, or improvements undertaken by such person within any twelve-month period is one hundred and fifty thousand dollars ($150,000) shall show evidence of being licensed as a Class C Contractor. The City shall require master certification as a condition of licensure or certification of electrical, plumbing and heating, ventilation and air conditions Contractors. This prohibition shall also extend to the Suffolk City Council and other elected City officials. Any such unauthorized contact may disqualify the bidder from the procurement.
