The City of Cupertino invites Statement of Qualifications submittals from qualified professionals to provide civil structural engineering services for publicly bid and built projects. The City seeks to secure high quality firms to be pre-qualified to perform civil structural engineering for various types of projects that will be publicly bid and built. Projects could include civil structural work for parks, Right-of-Way (ROW) work, utilities, drainage, accessibility upgrades, medians, and other public funded projects. For a list of current projects included in the City's Capital Improvement Programs electronically. Civil Structural Engineering services include, but are not limited to, studies, public workshops, cost estimation for budget programming thru final design, conceptual and/or schematic design, engineering, construction documentation, technical specifications, and construction administration for a variety of projects including, but not limited to civil work such as parks, trails, creek repairs, ROW work, utilities, drainage, accessibility upgrades, medians, bridge maintenance and improvements and other public funded projects. The City has a number of building (a.k.a. "vertical") projects that may require structural engineering services. If the Consultant provides this expertise, please include supporting information in the SOQ submittal. The City intends to review qualifications received, and create a list of Consultants that are deemed pre-qualified to provide any or all of the services included. The Consultants deemed pre-qualified to provide services as a result of this Request for Qualification (RFQ) will remain on this list (RFQL) for approximately three years. The City may use the list to select firms on a per-project basis or for entering into a master agreement for various projects. The Statement of Qualifications submittal is not to exceed thirty (30) pages, excluding table of contents, cover letter, resumes for key personnel, and exceptions to the standard agreements. Promotional materials are not requested. The City prefers quality over quantity, and succinct, responsive proposals are requested. Consultant SOQ submissions shall include the following general information: business type (corporation, partnership, sole proprietorship) firm's organization structure, background and general qualifications, specific qualifications of firm and staff to deliver requested services, licensed subconsultants background and general qualifications, and recent experience with public works projects in California, particularly in the City of Cupertino and the San Francisco Bay Area. Include the following items in the submittal: a) A cover letter of interest with an overview of firm's qualifications, point of contact, phone number, e-mail. Include a statement that the Consultant accepts the attached City of Cupertino standard single project agreement and master agreement (Attachments A and B), including specifically the City's Indemnification requirements and insurance coverage requirements, without modification. Proposed exceptions to the standard single project or master agreement terms shall be included as a separate sheet. b) Location of the office(s) where the services will be performed. c) Special knowledge or capabilities that the firm has. d) Principal staff involved in public projects, the role of each, and key personnel resumes including license number(s). For principal staff and key personnel, include related public sector experience, project duties/responsibilities, period of involvement, overall project schedule and approximate project cost. Firm personnel shall be referenced in personnel resumes included in the SOQ. e) Provide five (5) completed projects in the past three (3) years that represent the firm's qualifications and capabilities to perform the types of services identified in this RFQ. A minimum of three (3) shall be public sector projects in California. Include the following information for each project: the project location, short description of project, firm scope of services, firm project manager, subconsultants managed, project budget, and final construction cost. Provide a single client contact (name, email, phone) for each project listed. f) Provide a list of subconsultants used in the public projects in (e) above along with the firm overview, principal licensed staff, and qualifications relative to their individual disciplines. g) Provide current labor category rate schedule. Include escalation for the three-year period, if applicable. Questions/Clarifications requested by Thursday 12/07/2023, 2pm Addendum distribution (no later than) Thursday 12/12/2023 Pre-Qualified List Determination January 2024 Questions and clarifications are welcome throughout the process but must be received before the date noted above to be answered and included in the process. Include "RFQ for Civil SE services" in the subject line. All responses to questions and/or clarifications will be provided by addenda and posted electronically. It is recommended that Consultants familiarize themselves with the web application prior to the due date. Make sure to follow all submittal instructions and include all required documents. Submitting documents electronically can take more time than anticipated so please allow enough time to finalize your submission by the stated deadline. SOQ submittals in process but not completely uploaded by the deadline will automatically be rejected by the system. It will not allow submissions once the deadline closes. Hard copies in any form will not be accepted. No faxed submittals will be accepted. Electronic submittals are the only form of submittal that will be accepted. The Consultant is responsible for all costs associated with the SOQ submission. Qualified Consultants shall remain on the City's prequalified list for approximately three years unless circumstances (i.e. non-performance, inaccurate SOQ information, etc.) initiate disqualification from the list. The City may initiate a new RFQL process in consideration of adding pre-qualified consultants during the three-year qualification period. The City desires to select Consultants from the pre-qualified list based on their fit for a particular project/task and ability to perform the services required. Consultants will be selected for contract opportunities based upon City need and qualifications relevant to each project/task identified. As such, competition for each project, task or distribution of work will be considered in accordance with City policy and the following, which include but are not limited to: a. Expertise to perform services b. Ability to perform services in the required timeframe c. General availability d. Budgetary constraints e. Consultant's potential conflict of interest (if applicable) f. Current volume of City work The City reserves the right to request a Consultant to submit a Request for Proposal (RFP) for work in competition with other Consultants prior to awarding a contract or issuing a service order. The City reserves the right to reject any or all consultant responses to a requested project RFP. This Request for Qualifications does not commit the City to award a contract or to pay any costs incurred in the preparation of any SOQs or any resulting proposals in response to this request or future RFP's. The City reserves the right to: Find non-responsive any firm for non-disclosure or falsification of pertinent information during the RFQL process or remove a firm from a prequalification list should City become aware of proposer's non-disclosure or falsification of pertinent information at any time during the evaluation period; Waive minor irregularities in the SOQs and/or reject any and all firms who have provided SOQs, if in the best interest of the City; Terminate any contract if the selected firm(s) cannot or does not perform under the timelines, terms and conditions established for any specific project; Cancel, modify, extend or renew the process at any time during the qualification period; and, Solicit proposals for tasks or projects through a separate RFP process; The City reserves the right to issue a master services agreement with one or more qualified firms. The method of Contractor Selection has not been Determined at this time.
