Task Order Engineering Services Contract. The Town of Purcellville is soliciting proposals from qualified firms to provide engineering and related services under a Task Order Contract, with specific projects to be performed on an as-needed basis pursuant to a written task order. Contract Term: one year, but may be renewed up to three times for a total of four years. Escalation is limited to 0.5% for the first renewal term, and 1% for all subsequent renewal terms. Contract Funding: The sum of all projects performed in a contract term shall not exceed $10 million, and the fee for any single project shall not exceed $2.5 million. Funding sources could include Town operating funds or grants such as from DEQ and VDH. 2. Contract Scope: a. The Town will select multiple contractors; therefore, each contractor does not have to be capable of providing all the service categories listed in the Scope of Services. b. Water System (example projects) i. Preliminary Engineering Reports - Nature Park Groundwater Treatment Plant and Mountain View Groundwater Treatment Plant (PFAS) ii. Water Treatment Design & Construction, including potential pilot testing, engineering drawings and construction oversight (Short Hill Wells Groundwater Treatment Plant and solids handling facilities, Hirst Groundwater Treatment Plant - UV Treatment, Nature Park PFAS treatment) iii. Commission and Special Exception Permitting of Aberdeen Property to include Well PWB-6F iv. Rehabilitation of Million Gallon Tank v. Filter rehabilitation at Water Treatment Plant, Nature Park Groundwater Treatment Plant, and Main Street Groundwater Treatment Plant (including carbon vessel) vi. Generator upgrade at Nature Park vii. Preparation of deliverables to meet state and federal requirements (e.g. Lead Service Line Inventory) viii. Maintenance engineering services for utility rehabilitation and/or replacement projects (filters, waste handling, controls) ix. Unidirectional Flushing Program Update c. Wastewater System (example projects) i. Updating the Wastewater Environmental Management System (EMS) plan ii. Replacement or integrity confirmation of bulk chemical storage tanks iii. Hydraulic modeling to include future I&I studies and pump station remediation iv. Permit renewal assistance v. Industrial User Survey & development of a pretreatment program if necessary vi. PFAS remediation plan vii. Assistance with plant upgrades (primary screens, generator replacements) viii. Process Control Assistance d. Street Systems e. Storm Water f. Dams g.
