The Douglas County Transportation Department hereby requests Statements of Qualifications (SOQs) from firms interested in being considered to provide Geotechnical Engineering services related to our S Webb Ave Resurfacing Project (CRP 1018). Project Location & Schedule The S Webb Ave Resurfacing project is the section of S Webb Ave between 4th St SE and the Waste Management facility east of Pangborn Memorial Airport. Proposed improvements will be to re-build the roadway using cement-treated-base (CTB) and asphalt paving. The project is scheduled to begin construction in summer of 2024 and be physically complete by November 2024. This project has a "Zero" DBE goal. The qualified firm must be familiar with the Washington State Department of Transportation Materials Manual and 2022 Standard Specifications for Bridge, and Municipal Construction as well as WSDOT, AASHTO, Federal Specifications, WAQTC, and other publications (as listed in the WSDOT Standard Specifications Manual), specifications, and methods. "Douglas County, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award." NOTICE is hereby given by the Board of County Commissioners of Douglas County are seeking Request for Statement of Qualifications (SOQ) from consultants for geotechnical engineering services for our S Webb Ave Resurfacing Project. The consulting firm shall have expertise in the design and construction methods for cement-treated-base and asphalt paving. The consultant is expected to begin work immediately upon contract approval. Funding has been allocated through local sources, and will be held to standards for federally funded projects and ADA and Civil Rights language for Douglas County, and Federal EEO requirements. Project Description: The scope of work includes, but is not limited to, geotechnical engineering services related to cement-treated-base and asphalt design on the S Webb Ave Resurfacing Project. Submittal Requirements: Refer to additional information regarding this SOQ, including Submittal Requirements and Evaluation Criteria located electronically. All submittal will be evaluated based on: expertise of Firm, onsite personnel qualification they currently hold, project management system, familiarity with cement-treated-base design and construction methods, past performances/references, ability to provide DBE participation, if applicable, and cost factors (such as milage). The Board of County Commissioners shall reserve the right to reject any or all proposals and the right to waive any irregularities or information in any proposal, subject to the Laws of the State of Washington as pertaining to public works, as may be deemed in the best interest of the County.
