The City of Peekskill ("City") is requesting proposals from qualified consultants to provide preliminary planning services ("Planning") for the "Broad Street Complete Street" project ("Project"). Broad Street is a minor arterial street in downtown Peekskill, NY (see Exhibit A). More than 10,000 daily vehicles travel on or across Broad Street via Route 6 (East Main Street) and Route 202 (Crompond Road/Broad Street). 1 Forty-three vehicle accidents have occurred on Broad Street in 2023 to date, with nine occurring at the intersection of Broad Street and Crompond Road, and sixteen at the intersection of Broad Street and East Main Street. Multiple pedestrian and cyclist injuries have resulted from collisions with vehicles on or near Broad Street. Broad Street is approximately 60 feet wide and traffic markings are missing or faded. If construction is funded, the Project will implement USDOT-recommended actions such as medians to reduce pedestrian crossing distances, dedicated lanes for cyclists and transit, and new landscaping to reduce impervious surfaces. The Project will align with the goals of the Northern Westchester East-West Corridor Study.2 Planning services provided by the consultant will strengthen the Project's eligibility for implementation grant funding through the USDOT Rebuilding American Infrastructure with Sustainability and Equity ("RAISE") program and other Local, State and Federal sources. The consultant should specifically review the selection criteria in the 2023 RAISE Notice of Funding Opportunity ("NOFO"), available online and attached as Exhibit B. The consultant's final report should describe the degree to which the Project meets the "Safety" and "Economic Competitiveness" selection criteria. The total budget for these Planning services is $28,000. The proposed scope of work is to analyze the potential safety and economic benefits of the Project using established USDOT methods. Then, the consultant should recommend specific measures to achieve such benefits and provide a limited set of conceptual designs using aerial images (no survey will be required). The City seeks conceptual designs for: (1) Broad Street from the intersection of Maple Avenue to the intersection of Crompond Road, (2) the intersection of Broad Street and East Main Street, and/or (3) a typical roadway segment showing the proposed allocation of space to various uses.
