The City of Blue Springs, Missouri is seeking bids from qualified firms to provide the following services: On Call Pavement Striping. These services will be for a five year contract term. 1. The Contractor will provide on call pavement marking services for the City. 2. All work must follow the most recent published guidelines of Part 3 Markings of the Manual of Uniform Traffic Control Devices. (MUTCD) 3. The material and application specifications will adhere to MoDot specifications: a) Pavement marking Section 620 b) High Build Acrylic Waterborne Pavement Marking Paint c) Pavement Marking Material Section 1048 d) Type P Drop on glass beads 4. The Contractor will provide traffic control during all marking operations in accordance with the MUTCD. 5. The Contractor will prepare a daily report showing units of work for the previous day and review the report with the City representative. 6. The Contractor will review the daily schedule prior to starting work with the City representative. 7. The Contractor will supply a direct contact name, phone number and email and will notify the City if this contact information changes during the Contract period. 8. The Contractor is admonished that their employees will be properly attired, refrain from abusive language, refrain from improper behavior, and be aware that they are representing the City. 9. Not less than the prevailing hourly rate of wages for work of a similar character in this locality, as established and amended at any time by the Department of Labor and Industrial Relations of the State of Missouri, shall be paid to all workers performing work under this contract. The penalties forfeited to the City for violations of the Prevailing Wage Act for each workman employed, for each calendar day, or portion thereof, such workman is paid less than their said stipulated rates for any work done under said contract shall be one hundred dollars ($100) per worker, per day. 10. Contractor shall maintain insurance coverage as listed below. Comprehensive General Liability: Minimum limit $1,000,000 combined single limit, $2,000,000 annual aggregate for bodily injury and property damage per occurrence with City named as an additional insured on the policy. Comprehensive Automobile Liability: $1,000,000 combined single limit with City named as an additional insured on the policy. Workers' Compensation: statutory requirements. 11. All work performed by the Contractor will be of acceptable workmanlike quality and installation normally associated with this trade and shall occur to the satisfaction of the City before payment will be made by the City to the Contractor. Firms with substantial experience and positive references in providing these services will be considered. The City of Blue Springs reserves the right to reject any and all bids, and to waive any informalities or irregularities therein. The City of Blue Springs hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to the advertisement, minority business enterprises will be afforded full opportunity to submit bids without discrimination, regardless of race, color, or national origin in consideration for any award. No bidder may withdraw his bid within 60 days after the actual date of opening thereof.
