The City of Blue Springs, Missouri, Public Works Department, invites qualified contractors to submit quotes, qualifications, and references for Traffic Signal and Street Light Maintenance and Repairs for the 2023 - 2028 Fiscal Years. The City of Blue Springs currently owns and operates Eleven (11) signalized intersections, five (5) flashing beacons, and approximately 289 streetlights, and fiber optic interconnect lines. The City is seeking quotes from qualified contractors to perform preventative maintenance, inspection, repairs, and replacement of damaged or malfunctioning equipment associated with said facilities. The selected contractor shall be staffed with IMSA certified Level 2 and 3 personnel and have all equipment and materials necessary to perform the required maintenance and repair tasks. The selected contractor agrees to provide emergency response within two (2) hours of notification and nonemergency response within forty-eight (48) hours of notification. Preference will be given to contractors offering complete services without the need to use subcontractors. The annual scheduled maintenance items include: Annual inspection and cleaning of the control cabinets Annual replacement of the air filters Annual check of the controllers operation Annual check of controller and detection equipment Annual check of the Opticom equipment Annual cleaning of camera lenses (soap & water only) Annual proof testing of all features associated with each intersection complete with documentation Emergency repairs include, but are not limited to full signal outages, signals that will not reset from flash mode, and inoperative protected or protected/permissive indications. Response to the site within 2 hours of notification is required for emergency repairs. Defective light bulbs or LED's for an unprotected movement shall constitute a nonemergency response within 48 hours of notification. The selected contractor also agrees to maintain the following parts in inventory: Nema Style Controller (The city uses Econolite ASC2 & 3 and Eagle EPAC 300 controllers) Nema Style Conflict Monitor and Card Magnetic Loop Detector Cards and Rack Model 200 Load Switches Model 204 Flashers Buss interface units Autoscope Video Detection Camera and associated cabinet equipment 12 " Red, Yellow, Green, and corresponding Arrow LED's Replacement Signal Heads Surge Protectors and related hardware The price quotations provided by the contractor shall be firm for a period of two (2) years from the date of acceptance by the City of Blue Springs. There will be an additional 2% annual inflation adjustment increase allowed for years 3, 4 and 5. The City of Blue Springs reserves the right to reject any or all proposals, or to waive any informalities or irregularities in the submitted proposals. The Request for Quotes does not commit the City of Blue Springs, Missouri, to award a contract, to pay any costs incurred in the preparation of a quotation to this request, or to procure or contract for services or supplies.
