New Castle County is seeking competitive sealed priced proposals to provide HVAC preventive maintenance, time & material repairs, and new equipment installations. All information submitted on the electronic drive must match the hard copy submission. The electronic version submitted will be deemed the final version for evaluation purposes. Questions concerning the project should be submitted in writing via email to Frank Penta at frank.j.penta@newcastlede.gov by end of day on Wednesday, December 6th, 2023. Sealed proposal envelopes must clearly display Bid #24SA-351, HVAC-ATC in the lower left quadrant on the front. Facsimile transmissions of proposals are unacceptable and will be rejected without any notice to the bidding vendor. Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof satisfactory to the County or its designated representative that the bidder and every subcontractor possesses valid and effective licenses required by the United States, State of Delaware, County and any applicable political subdivision in which the project is located to do business within each such jurisdiction and to perform the labor and/or supply the materials involved in the performance of the contract. No contract will be executed prior to the submission of such proof and the acceptance thereof by the County or its designated representative. Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69, Title 29, and the New Castle County Code Bidders are responsible to retrieve the bid specifications and all addendums from the New Castle County Purchasing From January 1st , 2024, to June 30th, 2025, pricing shall be firm for the length of the contract. This contract may be extended for a period of four (4) years, one year at a time, by mutual agreement of both parties. The Preventive Maintenance contract price includes all equipment associated with the HVAC and ATC systems, including, but not limited to, pumps, compressors, heat pumps, coils, controls, cooling towers, valves, etc. Vendors shall bid for a full-service preventive maintenance contract for heating, air conditioning and ventilation. Planned maintenance, filter materials, shut-down and re-start systems, coil cleaning (as needed, annual at minimum) chimney cleaning and servicing, are all to be included in the annual fee. Also included: Change all HVAC filters as needed (quarterly at a minimum, filters are to be dated as installed), check belts, bearings, and lubrication (quarterly at a minimum), cooling and evaporative towers shall be checked monthly during cooling season, run efficiency test during boiler start-up and half-way through heating season. All work performed must be documented on a Service Ticket or Work Order. The work performed must include all system components serviced indicating work performed, parts installed, and arrival and departure times. An example would be "changed filters at the Conner Building." Electronic copies of all tickets must be e-mailed to hvac@newcastlede.gov within two (2) business days with hard copy to follow. Hard copies must be dropped off or mailed in weekly batches to Nicholas Mancari,187A Old Churchman's Road, New Castle, DE 19720. Section II - HVAC Time & Material Repairs Vendor shall provide all labor, materials, supplies, services, contracted services, transportation, tools, equipment, and parts in a workmanlike manner to the satisfaction of NCC. All labor charges shall be in accordance with the T&M rates provided by the vendor on the rate sheet of this bid. Vendor shall be available 24/7 365 days per year for emergency repairs. Expected response time is 2 hours for Sweeney Public Safety Building and 4 hours for all other locations. All materials, supplies, consumables shall be billed with a markup percentage no greater than 15%. Invoicing shall include the breakdown of labor hours, materials & supplies, and contracted services. Electronic copies of all tickets must be e-mailed to: hvac@newcastlede.gov within two (2) business days with hard copy to follow.
