The Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division (WQCD) monitors and reports on the quality of state waters to prevent water pollution, protect, restore and enhance the quality of surface and groundwater while ensuring that all drinking water systems provide safe drinking water. The groundwater data available in Colorado is sparse, and radionuclide data even more so. The ambient monitoring will provide insight to the background conditions of radionuclides and metals in groundwater, as well as aid in evaluating the effects of moving groundwater between aquifers. There are major health concerns if levels are above standards in the groundwater being used for drinking water. People who are exposed to relatively high levels of radionuclides in drinking water for long periods may develop serious health problems, such as cancer, anemia, osteoporosis, cataracts, bone growths, kidney disease, liver disease and impaired immune systems. CDPHE anticipates that Colorado Geologic Survey (CGS) will collect approximately 88 residential drinking water samples during year two (2) of this project with an increase in the subsequent years. Question Deadline 12/07/2023 at 2:00 PM The anticipated start date for the executed contract is March 1, 2024, or sooner, with the initial contract period of 3/1/2024 to 2/28/2025. At the sole discretion of the State, and depending upon funding and Offeror performance, CDPHE may renew the agreement for up to four (4) additional one (1) year periods, not to exceed five (5) years total. At the sole discretion of the State, the CDPHE may modify the dates of the contract. The successful Offeror shall: 1. Perform testing and analysis on an estimated 88 water samples during the current year collected by the CGS. We anticipate a greater number of samples in subsequent Years Three (3) through Five (5). 2. Provide pre-preserved sample bottles in individual small, suitably sized coolers containing one or more sealable bags into which the resident can enclose filled sample bottles and ship to the CGS. These coolers will be made available/provided to the CGS so that sampling instructions and return FedEx shipping labels to the CGS can be inserted prior to providing to the resident. The CGS will collect received filled sample sets in an attempt to submit samples in groups of at least 10 samples on a chain of custody. The CGS will make arrangements for delivery of the samples to the lab. 3. Deliver laboratory results by email in both PDF and electronic data deliverable (EDD) formats to both the CDPHE and CGS. The format of the EDD must be suitable for the CDPHE to later upload into the National Water Quality Monitoring Council Water Quality Portal. 4. Submit individual resident lab results despite receiving multiple sample submissions simultaneously. The CGS will then provide the resident their individual results. If not feasible to provide individual resident lab reports, then at a minimum provide results showing only one resident per page. 5. Provide the applicable Colorado Drinking Water Standards as a column within the PDF lab report and flag any exceedances. 6. Compliance or deviation of the requested items needs to be specified by the lab. 7. Specify the number of samples necessary to be included in a single batch run for QA/QC purposes. 8. Specify which of the Offerors facilities each analyte will be quantified at. 9. Submit all invoices to CDPHE S: The State of Colorado reserves the right to reject any or all proposals received in response to this solicitation, to waive informalities and minor irregularities in proposals received, and to accept any portion of a proposal or all items proposed if deemed in the best interest of the State of Colorado.
