Renovation of a water / sewer project in Sedro Woolley, Washington. Completed plans call for the renovation of a water / sewer project.
The City of Sedro-Woolley is soliciting bids under the city's Small Works Roster utilizing MRSC Rosters for the installation of mechanical HVAC & ventilation alterations to the Sedro-Woolley Wastewater Treatment Plant Water Building, located at 401 Alexander Street, Sedro-Woolley, WA 98284. Instructions to Bidders: Sedro-Woolley Public Works is project managing a tenant improvement project at the city's Wastewater Treatment Plant Water Building. The Sedro-Woolley Wastewater Treatment Plant Water Building is an existing building that is a two-story structure with one story on the ground level and one below grade. The upper floor contains primarily electrical equipment while the lower level contains mechanical equipment and piping. Both areas are considered the same space for the purposes of ventilation because they are permanently connected by the opening for the stairs. Funding is now in place to complete the work. To be in compliance with NFPA 820 requirements, the ventilation system needs to provide a minimum of 6 Air Changes per Hour (ACH) in the Plant Water Building. To increase air flow into and out of the building, the following work shall be performed: Existing ductwork, ventilation fan, and intake and exhaust louvers shall be demolished. New ductwork and ventilation fans, supply and exhaust grills, and all necessary power and controls shall be installed. Wall openings shall be infilled and increased, as required. This contract shall provide for the installation of an upgraded HVAC system to increase air flow into and out of the building including all equipment as specified in the attached sheets H1.0 to H4.0. Note that certain equipment is existing and is to be connected to new ducting under this contract; submittal information is available on request. Contractor shall also coordinate and work with their own electrical system subcontractor which will be responsible for supplying power to the mechanical systems. Existing electrical system is shown on the attached sheets E1.0 to E3.0. The installation locations of all new materials are to be determined by the contractor. Contractor shall provide a 1-year warranty on mechanical and workmanship defects from date of final acceptance. The contracted services are intended to begin on January 2, 2024, or sooner if available. There is a total of 30 Working Days on this project and work is expected to finish by no later than March 4, 2024. Base bid shall include lump sum for the following: 1. Permitting and inspections required to complete all the work. 2. Demolish existing ductwork, ventilation fan, and intake and exhaust louvers. 3. Install new ductwork. 4. Install new ventilation fans. 5. Install new supply and exhaust grills. 6. Install all necessary power and controls. 7. Infill and increase wall openings, as required. 8. Disposal of all related waste and cleanup of the site. Please see full Existing Electrical Equipment drawings set and equipment specifications. Engineers estimate range for the project is $40,000 to $50,000 Materials provided for individual projects will be per the current edition of the National Electrical Code (NEC), International Mechanical Code (IMC), and NFPA 820. Construction will be performed per the current edition of the National Electrical Code (NEC), International Mechanical Code (IMC), NFPA 820 and City standards. State prevailing wage rates per Washington State Department of Labor and Industries are required. For current rates in Skagit County electronically. RCW 39.04.350 establishes bidder responsibility criteria. Before the City may accept a Contractor's bid, the contractor must: Be a registered contractor at time of bid submittal (RCW 18.27.020) Have a current state Unified Business Identifier (UBI) number Have industrial insurance coverage as verified by WA Labor and Industries (RCW Title 51) Have an Employment Security Department number (RCW Title 50) Have a state Excise Tax Registration number (RCW Title 82) Have never been disqualified from bidding under RCW 39.06.010 or 39.12.065(3) If bidding on a public works project subject to the apprenticeship utilization requirements in RCW 39.04.320, must not have been found out of compliance by the WA State apprenticeship and training council under chapter RCW 49.04 for the one-year period immediately preceding the date of the bid solicitation. Bidders must have received training on the requirements related to public works and prevailing wage under RCW chapters 39.04.350 and 39.12. Bidders within the three-year period immediately preceding the date of the bid solicitation, may not have been determined by a final and binding citation and notice of assessment issued by the WA Labor and Industries or through a civil judgement entered by a court as defined in RCW 49.48.082, any provision of 49.46, 49.48, or 49.52. Bidders shall register or maintain registration on MRSC Rosters electronically prior to bid opening. Successful bidders must have or shall obtain a Sedro-Woolley business license at electronically prior to any payment and be current with all applicable licenses, taxes, and fees owed to the City of Sedro-Woolley. Interested contractors are to submit, have completed, and registered prior to bid opening: Bid Proposal Form utilizing the form provided A Statement of Bidder's Qualifications including references utilizing the form provided Certification of Compliance with Wage Payment Statutes utilizing the form provided Must have received training related to the public works and prevailing wage requirement or be exempt as verified by WA Labor and Industries (RCW 39.04.350(1)(f)) Registered on the City of Sedro-Woolley's Small Works Roster utilizing MRSC Rosters Results of the bid will be posted on the city website after award. Basis for selection will be lowest responsible bid as determined by a comparison of Bid Proposals received and a review of qualifications and references. The City of Sedro-Woolley reserves the right, without any liability on our part, to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of the City is served thereby.
