Project Overview The project will design and construct a new replacement Military Working Dog (MWD) Kennel facility and demolish the existing facility on Naval Base Kitsap (NBK) Bangor. The entire new facility of buildings and outdoor areas will have controlled access for personnel and GOV vehicles. The project is separated into three separate areas for the safety, control, and security of the MWD's. The three fenced areas are for a new building, a new training course, and an existing explosive storage vessel (Golan) to remain. All project new construction is located within the overall site fenced perimeter except for the privately owned vehicle (POV) parking area and minor site improvements noted below. Location The project is located at the existing MWD kennel building 4071 site and includes the existing facility and associated site improvements. The government facility planners suggest the new facility be positioned where the existing MWD training area is located, and a new MWD training area be positioned where the existing kennel facility is located. There are operational concerns and limitations on the buildable area due to the topography. Final project site configuration will be determined under this project by the Design Build team. The existing kennel and administration facility must remain operational during construction of the new kennel facility. Access to the existing kennel facility on a daily basis 24/7 must be coordinated with the construction. A fenced perimeter must be temporarily reconfigured to provide security for the existing facility and Golan during construction. Once the new facility is fully operational the existing facility must be demolished and the new MWD training area can be constructed. Facility This project will design and construct a single-story kennel facility with reinforced concrete slab, reinforced concrete masonry unit (CMU) exterior walls, CMU interior walls in the kennel area, stud interior walls in the administrative area, and a sloped standing seam metal roof. Any deviations from the above materials indicated must be of equal durability. The facility will include an Administration area with a Kennel Master" Office & Dressing Area Restroom, Dog Handler Workstations, Trainers Office, Multi-Purpose Room, Men's and Women's Restrooms with showers, TA 50 Locker Room, Secure Storage Room, Storage, and Communications Room. The Kennel area will include a combination Exam & Dog Wash Room, Food Preparation & Storage Room, (17) Interior Kennels with Doghouse & gated access, (17) Outside Kennel Run Areas associated with each kennel, (2) Outside Kennel Cleaning Holding areas for use when individual kennels are being cleaned, a Treatment & Isolation Kennel with Doghouse & Outside Run, Facility Maintenance & Storage Room, and a MWD Tack & Supply Room. Additional spaces include a Mechanical & Fire Protection Room with an Electrical Room that all open directly to the exterior for 24/7 access by Public Works. Interior and exterior circulation spaces are provided as needed to meet operational and life safety requirements. Please refer to Part 3 for the rest of scope.
