The City of Roseville ("City") has initiated a project for the design and installation of a backup generator for the Roseville Electric, Electric Service Center, 2090 Hilltop Circle, Roseville, CA 95747. The City has elected to use a Design-Assist procurement method under which to install the backup generator. The City of Roseville has retained the services of GLUMAC (Engineer) to provide design, and design services during construction. Proposals will be used to select the Design-Assist Contractor ("Contractor") for this project. Project background and requirements are included within this RFP and within the design development plan set prepared by the Engineer. The available information, scope of work, proposal requirements, and schedule are presented in this RFP. This Request for Proposals (RFP) seeks firms interested in removing and properly disposing of the existing generator and automatic transfer switch, assisting with final design and building permits, and procuring and installing a new 250kW/313kVA, 480/277V, 3-phase generator, automatic transfer switch, and docking station. The general contractor will be selected based on the qualifications, experience, and approach to completing the project within the identified budget and schedule. Key subcontractors may be included in the proposals provided they provide significant expertise and qualifications; however, contractors should assume that the majority of the sub-contractors and vendors must ultimately be approved by the City and competitively bid. The project will be locally funded. The Contractor shall follow all City bidding policies and practices. Applicable prevailing wage requirements shall apply. The selected Contractor shall be responsible for the work of its own forces and designated project subcontractors. The Contractor shall assist throughout the project in cooperation with the Engineer and City staff. Construction will be monitored by the Engineer and City staff. All work must be performed within a guaranteed maximum price ("GMP"). City Responses to Written Questions 11/29/2023 by 5:00pm In accordance with the provisions of California Public Contract Code, Section 3300, City of Roseville has determined that Contractor shall possess a valid Class B or Class C-10 Contractor License at the time of contract award and for the duration of the Agreement. Failure to possess the specified license upon submission will render the Proposal as nonresponsive and will act as a bar to award the Design-Assist Construction Agreement to any Contractor not possessing said license at the time of Proposal submission. This will be a competitive negotiation process.
