Madison County is issuing a Request for Qualifications (RFQ) to engineering firms experienced in development of a feasibility study for Madison Countys long-term water and wastewater delivery and treatment systems, identifying current and projected deficiencies and proposing solutions. The study will also develop growth projections for water and sewer customer demand. Responding firms should be technically qualified, licensed to provide these services, and experienced in the preparation of studies and plans for infrastructure projects. Madison County has been awarded a grant by the Appalachian Regional Commission (ARC) to assist with funding fifty percent of the project. The funding period is from August 2023 - December 2024. Services needed include an assessment of the Countys current system of water and wastewater delivery and treatment, projections of future water and sewer demand, and a determination of feasible options for long-term, county-wide solutions. The RFQ is issued by Madison County with technical assistance provided by the Northeast Georgia Regional Commission (NEGRC). Procedures for the selection of an individual or firm will be in accordance with local and federal government requirements and the Common Rule Selection Process. All Statements of Qualifications will be evaluated in terms of project approach, timing, experience, quality of work, capacity to perform, and costs. Prior experience in similar projects and qualifications of principal staff should be included. Past performances on similar projects, infrastructure, and design also will be reviewed for project timeliness. Other factors that may be under consideration are ability to complete work within budget, quality of work, and other factors, such as knowledge of the community and local area. Local government experiences and qualifications desired include, but are not limited to, preparation of water and wastewater infrastructure studies and plans, work on federally funded projects, and estimations of plan implementation costs.
